The environmental specialist will provide environmental management expertise and program management support for Civil Engineering (CE) activities related to various services performed at the Air National Guard Readiness Center (ANGRC). Duties:
- Requires professional demeanor, understanding of the organizational structure of the Air National Guard, and experience supporting headquarters functions.
- Assist in managing projects related to National Environmental Policy Act (NEPA) compliance and related natural and cultural resource management issues.
- Provide project documentation to include Description of the Proposed Action and Alternatives (DOPAA) to support the AF Form 813, Request for Environmental Impact Analysis, Environmental Impact Statements (EIS), and Environmental Assessments (EA).
- Perform technical approach, quality control, data assessments, and report reviews. Completes QA/QC for work prepared by others.
- Write, edit, and facilitate the completion of environmental planning documents, which may include categorical exclusions, environmental assessments, and environmental impact statements.
- Review and evaluate internal and relevant external environmental documents and prepare written comments.
- Develop and maintain peer relationships with managers and staff within the organization and with planners, facility programmers, project managers, and other stakeholders to encourage and facilitate cooperative planning for the environmental review process.
- Communicate effectively orally and in writing with staff and key stakeholders concerning ANG planning and related management actions.
- Organize and execute project work, including the appropriate delegation.
- Display and demonstrate company ownership attributes, including risk tolerance, business acumen, loyalty, and financial resolve.
Clearance Requirements There is no clearance requirement for this position. Required Skills & Certifications
- Bachelor's Degree in environmental science, environmental policy, planning, or a related field. Or demonstrated equivalency of experience and/or education.
- Ten (10) - Fifteen (15) plus years of experience in environmental compliance, NEPA management, or related field.
- Minimum of five (5) years of experience providing NEPA support for industrial and/or federal clients.
- Experience and knowledge of NEPA, Clean Water (CWA), Endangered Species Act (ESA), and Section 106 of the National Historic Preservation Act (NHPA) requirements
- Ability to work with a large multi-disciplinary team and demonstrated organizational, schedule, and budget management skills.
- Experience supporting Department of Defense, Air Force, or Air National Guard Civil Engineering NEPA-related assignments.
- Must be adept at problem-solving, including being able to identify issues and come up with solutions.
- Demonstrate exceptional project management skills and abilities.
- Must be able to communicate clearly, both written and orally.
- Must be able to effectively read and interpret information, present numerical data, and skillfully gather and analyze information.
- Must be able to prioritize assignments to use time efficiently.
- Must be dependable, able to follow instructions, and be responsive to management direction.
