Solid waste programs include commercial and residential recycling, organic materials, hazardous materials and household hazardous waste. The position is responsible for various duties, including community outreach and education; managing recycling contracts, grants, and community events such as recycling and composting workshops. This position handles sensitive customer concerns and supervises Environmental Specialists and support staff, with a focus on either recycling and organics, or hazardous waste. The current opening focuses on recycling and organics programs. The position requires a bachelor's degree in geology, environmental engineering, environmental science or related field andfive years of full-time relevant experience. Relevant experience would be specific to developing and promoting recycling programs or other environmental programs. Experience must involve at least two years of full-time supervisory or lead work. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.This is an exempt position, represented by the Folsom Middle Management Group (FMMG).Under the direction of the General Services Manager, the Environmental Specialist Supervisor will design, implement and oversee programs to ensure waste generated by the residents, businesses and developers in the City of Folsom is collected and handled consistent with State and Federal laws and using best practices for the protection and preservation of environmental resources. This includes identifying and contracting with vendors to accept and process the City's waste, including hazardous and non-hazardous materials for proper disposal, recycling, or composting. Develop and provide outreach materials for all audiences including educational information for program users, training materials for personnel, presentations to executive management and City Council, and reports for regulatory agencies. Participate in regional coordination of environmental programs with other jurisdictions. Provide direct supervision to recycling administrative personnel. Responsible for all areas of the household hazardous waste operation including direct supervision of administrative and operations personnel and oversight of collection, handling, and storage of hazardous waste at the City's household hazardous waste facility.SUPERVISION EXERCISEDThis class provides direct and indirect supervision to lower level personnel for a preponderance of the time. DISTINGUISHING CHARACTERISTICSThe Environmental Specialist Supervisor is distinguished from the Senior Environmental Specialist lead classification in that the former has greater responsibility, autonomy, and discretion in planning and performing or overseeing the most difficult and complex projects. Incumbents in the Environmental Specialist Supervisor class have a day-to-day oversight and responsibility for assigned work and may delegate or authorize assigned work to the lead worker or lower level classifications. Examples of Essential Duties NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all the duties listed.
- Develop and manage request for proposals for division services, solicit suppliers, review proposals, prepare staff reports and resolutions, negotiate contracts, and develop and administer resultant agreements.
- Participate in, and oversee the coordination of, department events including composting workshops, Christmas tree recycling, community meetings to educate residents and community service groups about recycling, and educational booths provided at fairs and other events.
- Oversee the Construction and Demolition Debris recycling program, including issuing and administering permits, negotiating and managing contracts with haulers and facilities, reviewing waste management plans submitted by applicants for compliance with local and state ordinances, enforcement against applicants, and permitted and contracted haulers in violation of recycling requirements, and coordination with the Community Development Department to ensure projects subject to the law are reviewed for compliance and appropriate fees are collected.
- Oversee and assist in implementation of the City's Mandatory Commercial recycling and Mandatory Commercial Organics recycling programs, including determining methods of collection, and contracting with haulers, identifying customers captured by the law, preparing and providing customers with information about the program including printed material, email templates, website design and forms, onsite inspections, quantifying and reporting program compliance to CalRecycle.
- Plan, direct and supervise staff engaged in the planning, promotion and enforcement of waste management programs that contribute to state waste reduction and pollution prevention goals.
- Plan, direct and supervise staff engaged in the collection, handling, storage, and shipping of hazardous materials.
- Coordinate with the Solid Waste Collections Division to collect material according to program guidelines including monitoring containers for contamination and which procedure to follow when contamination is observed.
- Assign work, make hiring decisions, supervise, train, discipline, and evaluate performance of subordinate staff.
- Provide technical assistance and guidance to staff and other stakeholders in the development, implementation, and management of hazardous materials management, residential and commercial recycling, stormwater, pollution prevention, and air quality management programs.
- Ensure that projects and programs are in compliance with city/local, state, and federal laws, rules and regulations related to solid waste management and recycling, water quality and air quality.
- Conduct research, field studies and evaluations for compliance with regulatory requirements; observes, collects, analyzes, reviews, and interprets data, technical reports, and regulatory submissions to make recommendations on project and/or program strategies and alternatives.
- Prepare grant applications and the administer resulting grants.
- Assist in developing and administering program budgets and monitoring costs and fees.
- Respond to sensitive complaints, concerns, and questions from the public; respond to media inquiries.
- Analyze reports and studies to stay current with all aspects of waste management programs including best practices for collection and processing, local and global market conditions, and regulatory changes.
- Prepare mandatory reports to regulatory agencies to demonstrate the City's compliance with all laws relating to waste management and environmental protection.
