Environmental Technician- RecyclingDepartment: Public Works Rating: B23Supervisor Title: Environmental Services Supervisor FLSA Status: Non-ExemptMinimum Qualifications of Education and Experience:Associate Degree or two-year technical certificate in an environmental- or conservation-related field; up to 1 year of related experience; or an equivalent combination of education and experience. Nature of Work:The first level of the Environmental Services Series is responsible for providing technical information and assistance regarding the conservation of natural resources. It is essential for the incumbent to have strong interpersonal and communication skills for interacting with the public, co-workers, and staff members. Responsibilities may include gathering physical data, conducting observations, recording notes, generating reports, collecting samples, performing community surveys, educating and guiding residents and property owners, preparing and maintaining documentation, and responding to inquiries.Essential Work Functions (Illustrative only):FrequencyBand1.Participates in field assessments to determine levels of potentially harmful or adverse environmental conditions and/or hazardous waste; work may involve: gathering physical data, conducting observations and making applicable field notes, collecting samples, reporting and data management, performing community surveys, and/or other related activities.Daily50%B22.Educates, guides, and directs property owners, residents, and other relevant parties on applicable practices designed to prevent adverse environmental conditions, to ensure compliance with applicable regulations and laws. Most work occurs within Feedlot and Solid Waste Ordinances; requires adequate knowledge to also advise regarding Septic and Zoning Ordinances. Daily20%B23.Prepares and maintains a variety of logs, plans, reports, and/or other related written documents in assigned area of responsibility. Includes reporting and data management within Mower County as well as within State or other Agency systems, as required by area of responsibility. Daily10%B24.Responds to inquiries and concerns from interested parties regarding natural resource conservation, hazardous waste issues, or potential environmental hazards by providing information on departmental and applicable laws, policies, and procedures via phone, email, or mail, or in person.Daily10%B25.Prepares and facilitates educational sessions for the public by researching, compiling, and presenting information through media channels, in-person activities, written documents, or web resources. Weekly10%B26.Performs other duties of a similar nature or level.As RequiredN/BNature of Work:Providing Environmental Services support regarding technical information, and landowner assistance for the conservation of natural resources, specifically in; the Feedlot Program, Solid Waste and Recycling Programs, and Noxious Weed Program. Responsibilities include gathering physical data, conducting field observations, recording notes and generating reports, collecting samples, performing community surveys, educating and guiding residents and property owners, preparing and maintaining documentation, and responding to inquiries.Level of Decisions:Incumbents in this class are generally responsible for the outcome and performance of clearly defined objectives, applies standard operating policies and procedures, and may have limited responsibility in how to approach and explain various programs to participants. Applies advanced skills and discretion to the position or specialization; adapts procedures, processes, tools, equipment and techniques to accomplish the requirements of the position.Direction Received/Provided:Work under general supervision but is provided with clear objectives and standards to coordinate specific areas within assigned program. This level has increased individual responsibility to coordinate the processes.Knowledge, Skills and Abilities Required:
  • Customer service principles;
  • Basic principles and practices in assigned area of responsibility, particularly water quality;
  • Common environmental pollutants and effects of pollution on water, soil, air, and communities;
  • Mathematical principles and the ability to do calculations, basic mathematical programming;
  • Local, State and Federal environmental policies, issues and programs;
  • Computers and related software applications including Excel, Access, Word, GIS, and common web applications;
  • Exercise good judgement with regard to safety practices and policies with the ability to use applicable tools, equipment, clothing or other PPE;
  • Preparing and maintaining a variety of logs, records, and/or reports;
  • Speaking in public;
  • Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey relevant information and to receive work direction.
  • Ability to organize and prioritize tasks to meet deadlines and overall goals of the department.

Frequent position changes including stooping, kneeling, crouching and reaching are routine when performing inspection functions.
