Estimator
Work Environment: On-site 5 days a week
LOCATION: Norfolk, VA
PRINCIPAL DUTIES/RESPONSIBILITIES:
- Reviewing solicitations
- Cataloging solicitations
- Briefing the leadership team on the solicitations received.
- Being a part of the bid/no-bid decision making process.
- Soliciting vendors and subcontractors.
- Conducting ship checks
- Developing labor hour and labor dollar estimates based on applicable contract Statement of Work (SOW), work specifications, drawings, technical publications, and references.
- Estimates to be developed using Work Breakdown Structure (WBS) format.
- Compiling labor estimate, material estimate, and subcontractor quotes into final estimate package.
- Organizing and leading an estimate review process with the leadership team.
- Submitting estimates to DEI contracts via appropriate Program Managers for final review and submittal.
- Maintaining quote log and historical quotes folder.
REQUIRED EDUCATION:
- High school diploma or GED, or equivalent combination of education and work experience.
REQUIREMENTS:
- The candidate must have 4-5 or more years' experience with developing production planning documents and estimates for work executed at U.S. Navy depot level surface ship and submarine maintenance and modernization facilities.
- Knowledge of Hull and Ship Systems with a well- rounded overall understanding of ship repair and modernization with trade disciplines required to support work item development.
- A thorough understanding and familiarity with NAVSEA Standard Items, GSO, NSTM and Blueprints is required.
- The candidate must be able to obtain and maintain a DoD secret security clearance. US Citizenship Required.
- Must possess advanced computer skills to enter and manipulate data into online and cloud-based project management applications and databases.
- Must have journeyman level experience with MS Project, MS Excel and MS Word software applications.
- Ability to handle sensitive and confidential information.
- Attention to detail a must.
PREFERRED QUALIFICATIONS:
- Submarine planning and estimating experience is preferred.
- Understanding of 9090-310 and 4720 in support of AIT work.
- Understanding of technical proposition development in support of AIT work.
- Familiarity with MS Project.
- Planner, estimator or shipbuilding specialist roles at Supervisor of Shipbuilding, Regional Maintenance Centers, Navy Central Planning Activities, Planning for Engineering and Repair Activities, and public or private shipyards.
