COT is responsible for enterprise-wide cyber security, operationalefficiency, and technology support. As the premier IT operation, COT is responsible for embracing andimproving present IT infrastructure while leveraging organizational objectives and providing client support.Position is not 100% telecommuting eligible, does require work in regular office setting.Responsibilities include, but are not limited to, the following:
  • Develop and communicate a forward-looking IT strategy that supports the goals of the Commonwealth ofKentucky.
  • Oversee and manage the development, implementation, and maintenance of IT systems and infrastructure.
  • Provide recommendations to improve present IT strategies and system enhancements plans for approval by theFinance and Administration Cabinet Secretary.
  • Work with other agency executives and departments to understandand integrate IT solutions effectively and efficiently.
  • Lead the integration of new technologies that enhance operational efficiency while managing relationshipswith external vendors for IT services and products.
  • Develop and implement robust cybersecurity measures to protect organizational data and systems.
  • Lead effortsto address and resolve security threats, incidents, and breaches.
  • Stay up to date on emerging technologies and trends, evaluating potential impacts to the Commonwealth ofKentucky.
  • Assist the Finance and Administration Cabinet Secretary in carrying out their responsibilities as the ChiefInformation Officer for the Commonwealth, with respect to IT policy and procedure.
  • Provide day-to-day oversight and development of the Commonwealth Office of Technology.
The ideal candidate for this position will be a professional leader with the following preferredqualifications:
  • Bachelor's degree in Computer Science, Information Technology, or a related field.
  • 10+ years in progressive IT Leadership experience, including 5+ years in a senior management role.
  • Proven experience driving digital transformation and implementing enterprise-wide systems.
  • Strong knowledge of cyber security, cloud computing, and data analytics.
  • Exceptional leadership, communication, and project management skills.
  • Ability to align IT strategy with organizational goals and lead cross-functional initiatives.
