Job Description:
The Executive Director reports to the Vice President of Information Technology/CIO in the IT Division. The Executive Director will manage the Project Management/Information System Specialist Office, oversee the Budget, Procurement, and Personnel Unit, and be operational lead for the initiatives, programs, and projects that make up the active portfolio of the IT division.
The role is a strategic thought-partner with the CIO and AVP of Education and Enterprise Technologies, and with senior IT leadership team, in strategic decision making to meet the College's goals. The Executive Director is a hands-on and cross-functional divisional leadership position. Support areas include portfolio/project management, client relationship engagement, strategic technology planning with the administration and client areas, budgeting and planning, IT-related procurement, personnel administration and professional development of the IT staff, and process improvement and policy management.
Responsibilities & Essential Functions:
* Team Leadership
* Participate in overall IT Division management. Lead your direct reports and units' staff via team leadership and direction, mentoring/coaching, training, and performance reviews were applicable.
* Portfolio Management
* Oversee the successful, effective overall direction, management and tracking of the portfolio of projects for the IT organization in order to maintain and increase operational efficiency of IT and the college and to ensure objectives and strategic goals are met in accordance with the college's mission. Develop measurable project goals and objectives, defining project tasks and resource requirements and monitoring progress toward achievement of the organizations project portfolio. Leverage the team of the Project Management/Information System Specialist Office. Engage employees within client areas (via the Technology Advisory Committee [TAC]) in the portfolio planning process, creating buy-in, advocacy, and support for the portfolio.
* Client Relationship Management
* Ensure divisional teams are providing appropriate relationship management support to their client areas within the active IT portfolio. Co-manage liaison activities (communications, points of contact, oversight of delivery of services, etc.) with the AVP of Education and Enterprise Services to ensure members of college divisional units are assigned to and communicating and coordinating effectively with their designated IT client-support areas. Deliver, promote and advocate IT Services for the college through divisional meetings and relationships/interactions with client liaisons and representatives. Track and facilitate/expedite progress towards each client division's technology objectives. Write and distribute college-wide communications from the IT Division, including scheduled, non-scheduled and emergency notifications, as needed.
* Oversight of Project Management and Project Management/Information System Specialist Office
* Oversee and manage projects either directly or via the Project Management/Information System Specialist Office staff using the full Project Management Life Cycle including appropriate approvals to initiate a project per IT Governance Procedures, scope definition in collaboration with client areas and appropriate IT teams, direct management or PM/ISSO team management of projects, resourcing required project needs (time, budget, staffing, equipment, etc.), detailed work plan management and development, consensus building for the project schedule with client area management and IT staff, establishment of a project governance structure to oversee project scope and potential changes to scope, project kick-off orientations, execution of the project according to the plan and FITs IT SDLC, identification of the objectives and measures upon which the project will be evaluated, buy versus build decisions, progress monitoring of the project to ensure success, delivery of the project on time, within budget, and at the required level of quality, post-project lessons learned and quality assurance reviews, establishment of a communication schedule to update stakeholders throughout the Project Management Life Cycle, coordination with the finance/budget teams regarding any project procurement needs, approval and monitoring of all budgeted project expenditures, and client feedback/evaluation to ensure client satisfaction.
* IT Financial Management
* Oversee the Budget, Procurement, and Personnel [BPP] unit, led by its director. Provide leadership input to the IT budgeting and planning process; monitor progress and changes and keep senior leadership team abreast -- partnering with the BPP director -- of the organization's financial status regularly. Oversee yearly Critical Needs Requests as well as any BPP projects in partnership with the BPP unit director. Provide coverage for budget or procurement daily tasks in the absence of the BPP unit director.
* IT Personnel Administration
* Provide updates to the VP/CIO on highly sensitive and confidential personnel matters. Work with Human Resources to ensure all required documentation is prepared and filed. Monitor timely submission of performance appraisals. Manage and ensure all IT staff comply with all college initiatives. Manage and work with direct reports to create spreadsheets and logs for quantifiable information that is presented to leadership (e.g., time sensitive info, job description data, management of vacation days, attendance tracking). Develop employee performance plans that are aligned with and support organizational goals. Collaborate with IT staff to manage conflict resolution with regard to priorities, resources and department needs by demonstrating crucial conversation skills. Tackle difficult issues and defuse tense situations to find common ground. Lead/work closely with BPP Director to oversee personnel administrative functions within the Division to ensure efficient and consistent operations and supplies. Lead/oversee professional development of IT staff in partnership with Human Resources. Oversee the onboarding/offboarding process for IT staff as per SOP and HR policy. Collaborate with the Director of Space Planning on all moves and space allocations within the Division. Maintain the accuracy of IT divisional job descriptions, including oversight of job task changes and overall management and maintenance of the IT division's job description database. Provide coverage for IT personnel administration daily tasks in the absence of the BPP unit director.
* Environment & Maintenance
* Maintain operational measures that balance business goals, customer needs and satisfaction, and employee involvement, development, and satisfaction at the IT Division. Oversee facilities to ensure efficient and consistent operations. Oversee building maintenance issues and relocation of IT staff.
* Training
* Manage divisional training/cross-training programs in partnership with IT leadership to enhance professional development and training to ensure that all staff are receiving adequate training to have the necessary skills to keep their job knowledge current.
* Operating Procedures & Policies
* Establish process improvement and policies to create a proactive and planned approach to service delivery and enhanced divisional performance. Collaborate with IT leadership to establish policies across the division and within specific IT units as needed. Create a team of cross-functional process owners to develop the operational and strategic vision for policies and procedures while considering the impact on organizational structures and systems configurations.
* Strategic Goals & Marketplace Awareness
* Partner with the CIO and IT Leadership to facilitate organizational roadmapping with internal IT Leadership, FIT Divisional Leaders, SUNY Partners, and other 3rd Party Partners by leading and executing on the administration of IT roadmapping processes for the college. Develop and maintain on-going, documented strategic technology plans for each client area (plans developed in conjunction with the client area, IT executive management, and the administration).

Requirements:
Minimum Qualifications:
* Bachelor's degree in the fields of business administration, information systems, computer science or related areas is required. A minimum of 12 years of relevant work experience can be substituted for the Bachelor's degree.
* Minimum of 5 years' experience managing a team that included project managers.
* Experience developing team members: performance reviews, goal setting, mentoring, training, etc.
Preferred Qualifications:
* Master's degree preferred.
* 8+ years working experience in IT project management showing career advancement as a project manager is preferred.
* Experience working for an IT Division and in a Higher Education institution is strongly preferred.
* Experience being a member of an IT leadership team and managing a divisional portfolio is strongly preferred.
* Solid technical background with understanding and/or hands-on experience in software development and web technologies is a plus.
* PMP certification is a plus.
Knowledge, Skills, & Abilities:
* Solid background in supporting ERPs such as Banner, PeopleSoft, or Oracle E-business suite.
* Significant experience leading buy versus build decision process.
* An understanding of union procedures with the ability to plan activities, set objectives, and align resources to generate results. Very strong working knowledge of Microsoft Office and Google Workspace; need sophisticated presentation and spreadsheet skills for decks, data analysis, spreadsheet work.
* A successful track record in setting priorities; organization and problem-solving skills which support and enable sound decision making.
* Excellent client-facing/communication and relationship building skills with an ability to prioritize, negotiate, and work with a variety of internal and external stakeholders.
* Expert project planning and execution skills, including the ability to organize, prioritize and control job responsibilities in order to meet deadlines in an environment with overlapping and potentially conflicting priorities.
* Excellent organizational, time and resource management skills that enable and support collaboration and relationship building with others.
* Excellent written, verbal, and presentation skills
* Excellent client-facing, team collaboration, and communication skills.
* Should be able to type well since work will include significant presentation, spreadsheet, and data analysis work in both Google Workspace and MS Office 365, especially in MS Excel and PowerPoint.
* Proven ability to multi-task and manage conflicting priorities in a fast-paced environment.
* Positive can-do attitude with ability to overcome obstacles by identifying options for management

Salary
Salary: $120,000 to $145,000 per year; commensurate with experience and qualifications.
Work Schedule
Days/Hours: M-F, 9am-5pm, in person; work schedule subject to change based on needs of the department.
