Position Overview

The Capital Development Board (CDB) is looking to hire a detail-oriented individual to serve as a member of the Fiscal Team. Responsibilities of this position include reviewing and filing obligations, establishing project budgets, maintaining a system for receipts, executing financial plans for assigned projects and preparing various financial reports.

Essential Functions

* Plans, monitors and controls availability of funds for use in developing and executing financial plans for assigned projects.

* Prepares various financial reports including yearly financial statements for the Comptroller.

* Serves as liaison with Community College and banks to coordinate appropriate forms and paperwork to establish Trust Agreements between the Community Colleges and the banks.

* Researches and resolves issues with construction Project vouchers.

* Assists Information Technology (IT) staff in developing new information systems and providing training for the Fiscal systems.

* Prepares the yearly budget request for re-appropriated accounts for submission to the Governor's Office of Management and Budget.

* Maintains CDB inventory records in the Enterprise Resource Planning (ERP)/SAP system.

* Serves on various policy and procedure making committees as a Fiscal representative.

* Trains new fiscal staff and serves as a mentor for interns and new staff.

* Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

* Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration.

* Requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.

Specialized Skills

* One (1) year working knowledge of the principles of governmental accounting, program budgeting, and statistics.

* One (1) year working knowledge of CDB Fiscal Statewide Accounting Management System (SAMS) and the Statewide ERP system using SAP software.

* One (1) year experience analyzing fiscal information and developing complex financial reports and documents.

Preferred Qualifications

* Prefers one (1) year working knowledge of the principles of governmental accounting, program budgeting, and statistics.

* Prefers one (1) year working knowledge of CDB Fiscal Statewide Accounting Management System (SAMS) and the Statewide ERP system using SAP software or similar accounting systems.

* Prefers the ability to analyze problems and adopt an effective course of action.

* Prefers the ability to exercise judgment and discretion in implementing and interpreting policies and procedures.

* Prefers the ability to estimate and budget for future needs.

* Prefers one (1) year experience analyzing fiscal information and developing complex financial reports and documents.
