PURPOSE OF POSITION: This position serves as a key resource and advisor to the County Administrator and the County Board of Commissioners on all Facilities-related matters. The position is responsible for the development of the County's vision and strategy related to the operations of its physical assets and maintenance operations and is supportive of the organization's goals and long-term plans. The primary focus is ensuring service, and operational excellence through the effective best practices in the areas of facilities management including space management, structural management, construction management, janitorial care, landscape maintenance, campus security, and parking. This position is responsible for the supervision and management of assigned staff, and contracted services. This position requires after-hours and weekend work to maintain and administer systems. WORK PERFORMED/JOB FUNCTIONS: Directs the design, planning, construction, and maintenance of the County's facilities and properties. Develops building and systems recommendations including new construction, renovations, and relocations to ensure operational effectiveness and that campus facilities are positioned to serve the short-term and long-term needs of the County. Develops long-range facilities and budget plans for the County. Performs construction management services for all renovations and new construction including job estimates, selection of service providers, supervision of project staff, and project management to ensure cost and operational effectiveness of all projects. Manages the operation of all mechanical systems, including maintenance, and program management ensuring operational and cost effectiveness of all systems. Manages the maintenance of all facilities including space management, structural management, construction management, janitorial care, landscape maintenance, campus security, and parking. Develops organizational structure and staffing to ensure skills and coverage necessary to provide for the effective operation and maintenance of all facilities and systems. Prepares reports, and provides information to the County Board, recommends courses of action, and develops plans and policies to ensure the smooth operation of the department. Aides in maintaining the current systems in good operating order, including ordering and installing all-new operating systems downtime with other departments, as necessary. Planning and managing equipment maintenance contracts and other tasks, as necessary. Develop and facilitate staff training, provide support to users, supervisors, and Department Heads within the County. Performs other duties as assigned. KNOWLEDGE, SKILLS, AND ABILITIES: Excellent analytical skills, and the ability to understand and coordinate infrastructure and applications system's needs. Ability to evaluate needs, negotiate priorities; make recommendations and decisions in a dynamic, challenging environment. Excellent communication skills; and strong interpersonal skills. Working knowledge of the County's financial policies and procedures regarding the payroll, financial, and tax systems. Requires the ability to work independently and to establish an effective working relationship among superiors and other agency personnel. Requires the ability to organize, supervise, set priorities, manage, and assign departmental workload. Requires working knowledge of all specialties within the Department to be able to fill in during peak load times and during vacations and illnesses to keep the office running smoothly and efficiently. Ability to decide the time, place, and sequence of operations within an organizational framework, as well as the ability to oversee their execution. Ability to analyze and categorize data and information using established criteria. To determine consequences and to identify and select alternatives. Ability to advise and interpret regarding the application of policies, procedures, and standards to specific situations. Ability to utilize a variety of advisory and consulting data and information such as budget, expense reports, performance reviews, computer equipment manuals, software operating manuals, County personnel policy, professional journals, contracts, bid specifications, vendor catalogs, State statutes, and County ordinances/resolutions. Ability to operate equipment and machinery. Understanding of building operations and maintenance procedures. Familiarity with control systems, heating, cooling, and ventilation systems, piping, electrical service, energy use and efficiency, lighting, and other areas of operations. Ability to read schematics and blueprints to understand and analyze problems, locate features, and see design issues. Ability to operate, understand, and make changes needed in control systems, heating, cooling, ventilation, piping, electrical service, energy use and efficiency, lighting, and other. MINIMUM TRAINING, EXPERIENCE, OR CERTIFICATIONS: Bachelor's degree in architecture, Engineering, Construction Management, or related field or equivalent work experience in the industry. At least 10 years of management in facilities planning, project and/or facilities management. Significant experience in all areas of facilities management including mechanical, electrical, HVAC, automated building systems, staff, vendor, and contract management is required or an equivalent combination of education and experience. Must possess a valid Driver's License. PHYSICAL EFFORT: Sedentary to light physical activities requiring stooping, kneeling, crouching, reaching, handling, talking, hearing, and close vision. The employee must occasionally lift and or move up to 35 pounds. Typically, in an office environment. Work in the field will include exposure to weather, proximity to moving, mechanical parts, vibration, exposure to electrical shock, exposure to toxic or caustic chemicals, confined/restricted areas and working in high, exposed places as well as inside work in a shop setting.
