Facilities LeadJob DescriptionDepartment:Building MaintenanceRating:B24Supervisor Title:Facilities ManagerFLSA Status:Non-ExemptMinimum Qualifications of Education and Experience: This position requires an Associate's Degree or two years of post-secondary education in Building Maintenance, and three to five years of experience with facilities maintenance or equivalent.A valid driver's license and 1 Class MN Boiler License are required upon hire. Preferred qualifications include: considerable knowledge of mechanical, electrical, and plumbing systems, carpentry, HVAC, automotive repair, and small engine repair, the ability to troubleshoot and resolve problems, the ability to supervise the work of others, and the ability to maintain positive, effective work relationships with others. Required License (s): Incumbents in this class typically require:
  • First Class C Boiler Engineer's License
  • Valid Driver's License
Nature of Work: Under the direction of the Department Head, the Facilities Lead coordinates the work daily work activities of facilities maintenance and custodial personnel, which includes Facilities Technicians and Custodians.This position is responsible for oversight of all county-owned buildings and grounds including the Government Center, Justice Center, and Public Works facilities, including facility cleaning, and grounds maintenance. The Lead is often the first point of contact for department project needs. This position requires participation with others (within and outside of the department/organization) in program development, service delivery, and supervision of subordinate staff. Level of Decisions: Responsibilities in this classification are typically procedure based and not dependent on specific functional knowledge.Incumbents apply basic programmatic knowledge to answer questions and explain processes, but are typically not responsible for the application, interpretation, or review of function specific policies or procedures. Direction Received/Provided: Incumbents apply procedures and standards to specific situations, and work under given general direction as to how the objectives and goals are achieved. Incumbents may guide and train temporary employees, and/or regular employees; troubleshoot problems and issues commensurate with relevant experience; and instruct others in work methods and procedures. Knowledge, Skills and Abilities Required:
  • Training principles and requirements;
  • Building Maintenance operations, procedures, and standard policies;
  • Monitoring and directing subordinates;
  • Prioritizing and assigning work;
  • Coordinating and evaluating training methods;
  • Preparing reports;
  • Strong interpersonal skills including the ability to establish and maintain effective working relationships with employees, co-workers, elected and appointed public officials and public and private agencies;
  • Excellent communication skills including speaking, presenting and interacting with composure, professionalism and discretion;
  • Good knowledge of building codes, regulations and laws.

Physical Demands and Work Environment: In compliance with Americans with Disabilities Act, the following represents the Physical and Environmental Demands: Work is performed at county buildings. Occasional to frequent lifting, pushing/pulling of up to 40 lbs. in the performance of duties. Rare lifting requirement of up to 100 pounds with or without assistance. Exposures may include cleaning chemicals, seasonal temperature extremes, and on occasions bodily fluids, infectious diseases and hazardous waste. Senses used on a constant basis are: seeing, hearing and smelling. Must perform the following motions on a constant basis: walking, bending, squatting, turning/twisting, kneeling, climbing, reaching out, reaching up, grasping, wrist turning and finger manipulation. Equipment used may include but is not limited to: snow and leaf blowers, pick-up truck with plow, push/pull carts, floor scrubber, floor sweeper, carpet cleaner, walk behind sweeper, ladders, shovels, hand tools, vacuum, floor buffer, broom, drying fans, telephone, pager, walkie-talkie, and personal computer. Additional physical/mental requirements may not be listed above, but are inherent in performing the position's essential functions.
