Facilities Management Specialist

Position Summary: The National Institute on Drug Abuse (NIDA) is seeking a Facilities Management Specialist to support the operational objectives of its research facility. This role involves overseeing facility design, maintenance, renovation, and space management to ensure the environment supports world-class research activities. The contractor will independently provide services and deliverables to satisfy operational and strategic goals.
Key Responsibilities
Facilities Design & Construction:
- Lead facility design and construction projects, including renovations and infrastructure upgrades.
- Develop plans for renovation projects, considering feasibility, architectural design, and budget.
- Manage multiple projects from inception to completion, ensuring adherence to timelines and budgets.
Facility Operations & Maintenance:
- Coordinate and monitor maintenance of building systems (mechanical, fire safety, elevators, etc.).
- Spearhead daily maintenance requests and preventive maintenance programs for critical facility equipment.
- Perform qualitative and quantitative analysis to improve the efficiency of operations and establish standard operating procedures (SOPs).
Space & Relocation Management:
- Plan and execute office relocations, laboratory closures, and staff furniture relocations.
- Develop scaled layouts using AutoCAD for renovation projects and maintain detailed blueprints of facility plans.
- Evaluate resource needs for accommodating new scientific equipment and ensure compliance with infrastructure requirements.
Emergency Preparedness & Safety:
- Develop and maintain emergency preparedness and response plans.
- Coordinate with safety staff to implement and maintain safety policies and ensure building occupant safety devices are operational.
Vendor & Stakeholder Coordination:
- Serve as a liaison with vendors, contractors, and stakeholders to support operational projects.
- Manage relationships with landlords, city officials, and NIH stakeholders.
Strategic Planning & Budget Management:
- Develop yearly renovation budgets and manage expenditures.
- Perform impact studies to assess resource needs and infrastructure capacity for new initiatives.
Qualifications & Skills
Education:
- Associate's degree in a related field (Engineering, Business, Management, etc.) or equivalent experience.
Certifications & Licenses:
- Relevant certifications in facility management or related fields preferred.
Skills (Ranked by Priority):
Knowledge of government facility regulations and environmental, health, and security standards.Experience in building projects, renovations, and refurbishment.Expertise in electrical systems and HVAC.Proficiency in sustainability, risk management, and budget allocation.Experience managing laboratory, warehouse, and office spaces.Technical Skills:
- Proficiency in Microsoft Access, Excel, Outlook, and POTS.
