Executive Office of Housing and Livable Communities (EOHLC) is seeking a Facilities Maintenance Supervisor in the Division of Public Housing & Rental Assistance!
AGENCY MISSION:
The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents.
Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities.
Annually, the Division of Public Housing & Rental Assistance (DPHRA) disburses $155M in capital project bond funds and $113M in operating subsidy funds to state-aided public housing. The 229 LHAs own and operate approximately 43,000 state-aided public housing units and 35,000 federally-assisted low-income housing units for families, the elderly, and people with disabilities (building replacement value over $10 billion). The public housing program plays a significant role in meeting several key aspects of EOHLC's mission including providing decent affordable housing for the Commonwealth's poorest residents and reducing and preventing homelessness.
OVERVIEW:
The Facilities Management Supervisor, (hereinafter known as “the Supervisor”) is responsible for ensuring state-aided public housing properties are maintained in accordance with the state sanitary code requirements and effective maintenance operations at local housing authorities (LHAs). The Supervisor accomplishes this through enforcement of regulations, guidelines, and maintenance procedures and systems. The Supervisor issues guidance to LHA Executive Directors and staff, and board of commissioners on maintenance systems, procedures including work order delivery, preventive maintenance plans, and inspection of unit and property.
The Supervisor is responsible for the direct supervision of four (4) Facilities Management Specialists, enforcing these standards. Supervision includes monitoring workload, review and approval of Facilities portion of the Performance Management, review LHAs and performance of the FMS staff, and recommend and implement policy and business process change as it affects the Facilities Management Unit. The Supervisor has technical expertise in the areas of state sanitary code enforcement, administration of effective and efficient maintenance systems and procedures, and provides technical assistance on difficult property conditions which requires knowledge of building codes and construction standards.
Supervisor works with the Director of the Bureau of Housing Management and Division of Public Housing and Rental Assistance senior staff to develop, establish, and implement performance-based monitoring standards as they pertain to the physical condition of state-aided public housing administered by LHAs. They assist senior staff with the drafting of guidelines, policies, processes, and protocols, to assess, and monitor the physical condition and maintenance operations of LHAs. This includes, but is not limited to unit inspections, vacancy turnover, work order delivery systems, and preventive maintenance plans. They assist with cross-bureau coordination of scheduling and program implementation, including administrative assistance with the development and maintenance of software programs and web-based applications including data collection and analysis.
The Supervisor conducts performance-based monitoring physical condition reviews for a portfolio of approximately thirty (30) LHAs. They provide technical assessments of LHA maintenance systems and practices, and where necessary, provide technical assistance to improve the effectiveness and efficiency of a LHA maintenance program in order to improve overall property conditions. This also includes a review of the operating budget for maintenance expenditures and staffing levels and coordination with the Bureau of Development and Construction when property conditions include capital work.

This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed.
Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division's Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.
Education, licensure, and certifications will be verified in accordance with the Human Resources Division's Hiring Guidelines. Applicants must have (A) at least six (6) years of full-time or equivalent part-time experience in trades, construction, construction management, inspection and/or alteration of building construction projects, of which (B) at least one (1) year must have been in a supervisory or leadership capacity; or (C) any equivalent combination of the required experience and the substitutions below.
Incumbents are required to have a current and valid Motor Vehicle Driver's License at a Class level specific to assignment.
