Duties

As a Facility Operations Specialist, you will perform the following duties:

* Utilizes Facility Management Software Systems for cost effective management of assets.

* Performs and maintains asset inventories and condition assessments for the purpose of developing deferred maintenance costs.

* Serves as Contracting Officers Technical Representative on contracted work in the Park Unit.

* Maintains cost records and prepares annual work budget plans for maintenance operations.

* Tracks, analyzes and reconciles annual funding allocations in coordination with administrative staff.

* Compiles administrative and cost data for reimbursable accounts.

* Initiates corrective measures for violations of OSHA standards.

* Participates in an annual review and adjusts work plans/schedules to address identified deficiencies and operational needs.

* Performs overall work planning, executes established work plans; establishes work schedules and priorities and assigns and reviews work.

Qualifications

All qualifications must be met by the closing date of this announcement-12/19/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; 2) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; and/or 3) Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. You must include hours per week worked.

* OR-

EDUCATION: Successful completion of at least a master's or equivalent graduate degree or two-full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related in subjects such as engineering, industrial arts, property management, or business administration. You must include transcripts.

* OR-

COMBINATION of EXPERIENCE AND EDUCATION: Combinations of successfully completed education and specialized experience may be used to meet total experience requirements. To compute this percentage, first divide the total months of qualifying experience by 12. Then divide the number of completed graduate level education semester hours of education (that are in excess of 18 semester hours) by 18. Add the two percentages together; the total percentage must equal at least 100 percent to qualify. NOTE: Only graduate level education in excess of more than one-year may be used to qualify for this position. You must include a copy of your transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

Whitman Mission National Historic Site is located approximately eight miles west of Walla Walla, WA just off of US HWY 12 on Whitman Mission Road. It is approximately six miles from College Place, WA. The city of Walla Walla is in the southeastern region of Washington, approximately four hours from Portland, OR, four and half hours from Seattle. It is located only six miles north of the Oregon border. The area is within the Walla Walla Valley, with rolling Palouse hills and the Blue Mountains to the east. Population for Walla Walla is about 32,000 people and offers major services that include rental housing, schools, two universities, a regional hospital and ample retail shopping. Airports are located in Walla Walla (11 miles east of park), Pasco (43 miles west), and Pendleton, Oregon (46 miles south). There is no public transportation to the park from the surrounding communities. Though wheat is still a big crop, vineyards and wineries have become economically important over the last three decades.

In Walla Walla, the summers are short, hot, dry, and mostly clear and the winters are very cold and mostly cloudy. Over the course of the year, the temperature typically varies from 30F to 93F and is rarely below 17F or above 102F. The average amount of precipitation for the year in Walla Walla is 18.2 . The month with the most precipitation on average is December with 2.3 . The month with the least precipitation on average is July with an average of 0.5 .

Physical Demands: Work is mostly sedentary in an office setting. At times, physical exertion such as crouching, stooping, stretching or lifting of moderately heavy items is required.

Working Conditions: The work involves regular and recurring exposure to moderate risks and discomforts associated with the operation repair and maintenance of park infrastructure and equipment. There are occasions of exposure to risk situations.
