TERMS OF EMPLOYMENT: Up to 40 hours a week. Remote, hybrid, or in-person options available. From date of hire through June 30, 2025.REPORTS TO: Program Director in Office of School and District Improvement at the Rhode Island Department of EducationEXPERIENCE: At least five years of experience in a local, state, or national position administering, monitoring, or implementing federal grant programs for students at risk of not meeting academic standards, or combination of education and experience that is equivalent to stated education and experience.SCOPE OF WORK:
  • Coordinate and implement a monitoring system for selected federal programs. This involves working directly with the Federal Program Coordinator, Federal Programs Team and school and district leaders.
  • Update program monitoring tools, guidance and related technical assistance for federal program monitoring.
  • Conduct evidence and data quality reviews.
  • Provide direct support and support mechanisms for LEAs that have recently been monitored to ensure they address monitoring findings and become compliant with federal requirements.
  • Provide high-quality technical assistance and professional learning opportunities to LEAs in meeting federal program requirements to improve student outcomes.
  • Ensure that all components of the monitoring and data collection systems are implemented effectively and coordinated with other federal programs, as appropriate.
PROJECT DELIVERABLES:
  • Update Pilot Monitoring Tools, Guidance and Compliance Checklists, and develop additional materials as needed, to ensure monitoring resources meet federal program requirements.
  • Manage monitoring timeline and communication with LEAs e.g. tracking evidence submissions, scheduling trainings, drafting monitoring correspondence and reports.
  • Design and deliver training modules.
  • Support LEAs in submission of evidence and data collections.
  • Conduct initial reviews of evidence and data submissions.
  • Create Program Monitoring Operational Guides.
  • Integrate Data Reporting into Monitoring System.
  • Support LEAs that have been recently monitored to ensure they address monitoring findings.
  • Build capacity of our team to support monitoring work.
  • RequirementsQUALIFICATIONS , KNOWLEDGE & SKILLS:
    • Bachelor's degree in education or related field.
    • Working knowledge of federal programs and requirements for students at risk of not meeting academic standards (e.g. Title I-A). Preference given to applicants that have also helped create and implement federal grant monitoring systems, applications and programs.
    • Experience with evidence and data quality reviews.
    • Demonstrated ability to understand and interpret written laws, regulations, and guidance on federal programs.
    • Demonstrated ability to organize and present program materials for technical assistance to school districts.
    • Demonstrated ability to maintain accurate records and reports of monitoring activities.
    • Demonstrated time management and organizational skills, and ability to work independently.
    • Demonstrated ability to use technology in maintaining program records and reports.
