Position Description:
This position will travel across the State of Arkansas to deliver USDA Foods and supplies to various facilities. Applicants must possess an active Commerial Driver's License. (CDL)

Summary
The Federal Surplus Property Supervisor is responsible for coordinating the federal surplus property operations and staff. This position is governed by state and federal laws and agency policy.
Functions
Provides close supervision of the work of subordinate employees by establishing work schedules, assigning specific duties, providing clear, explicit, and detailed instructions, and monitoring and reviewing the work on a regular basis, to ensure adherence to instructions, deadlines, proper procedures or protocols, and the delivery of services to clients. Monitors transportation and overtime budget and obtains and acquires bids from outside agencies for transportation and other services. Coordinates safety programs in compliance with state and federal laws and maintains records of accidents and incidents. Inspects buildings and grounds for the Arkansas Office of Safety and Health for safety violations and makes necessary changes or corrections. Provides screening at all Department of Defense and Federal Government offices in search of suitable excess property, supervises and trains new federal surplus property agents in semi trucks to acquisition site to pick up excess property, and demonstrates the operation of heavy equipment to customers. Attends meetings, conferences, and seminars and presents program information to state, federal, local government officials, and private organizations. Coordinates property acquisitions and disposals and responds to and resolves complaints. Performs other duties as assigned.
Dimensions
Occasional in-state travel is required. Working in extreme hot and cold weather may be required. May be required to drive commercial and other equipment and lift and move heavy or cumbersome objects.
Knowledge, Skills and Abilities
Knowledge of state and federal regulations relating to surplus property procurement and utilization. Knowledge of property and equipment repairs and costs. Knowledge of the acquisition, transportation, receiving, and accounting for surplus property. Knowledge of warehousing procedures, distribution, pricing, inventory, and issuance of surplus property. Knowledge of computers and record keeping principles. Knowledge of supervisory principles and practices. Ability to screen property to determine profit potential. Ability to utilize computer applications for the purpose of maintaining property data, descriptions, values, distribution and research. Ability to plan, organize, and direct the work of subordinates. Ability to operate forklift and other heavy machinery.
Minimum Qualifications
The formal education equivalent of an associate?????s degree in business management, marketing, business or a related field; plus three years of experience in purchasing, surplus property operations, warehousing or a related field, including one year in a supervisory or leadership capacity.
Licenses
Must possess a valid Arkansas driver??s license and commercial driver??s license (CDL). May be required to obtain Forklift Operation Certification.
