The N.C. Office of the Commissioner of Banks (NCCOB) is responsible for the chartering and regulation of North Carolina's state banks, trust companies, mortgage companies, as well as registration and licensing of various financial institutions operating in North Carolina. NCCOB is seeking a mid-level financial examiner for our Information Technology (IT) Exam Team. These highly analytical positions requires an understanding of information and cyber security risk management practices, IT Operations, IT audits and attestation engagements, business continuity management, patch and change management, and Board oversight. The Examiner role also requires an understanding of third-party service provider relationships.

Responsibilities of the position include:

* gathering, organizing, and analyzing financial institution IT data and industry information. Analyzing IT documents and reports; reviewing policies and procedures; performing analyses on data collected to determine compliance; determining the adequacy of IT safeguards and internal controls

* drawing conclusions and documenting findings to assess the safety and soundness of the institution and its compliance with Federal and State laws and regulations.

* assessing the adequacy of a financial institution's risk management practices, including policy compliance and exposure to IT, information security, and other industry related risks.

* preparing written reports.

* providing guidance to managers of financial institutions and other interested parties.

* making recommendations of corrective actions and reviewing and monitoring compliance with these actions.

* maintaining strict confidentiality and discretion while conducting business.

* work promotes public confidence in the industry.

Financial examiners should have knowledge of financial industry laws and regulations, industry standards, and best practices. Financial examiners exercise sound judgment, which is developed through training and experience and work in a team environment and should be able to adapt to changing circumstances. This position involves the regulation of commercial banks, savings banks, savings and loan associations, and their holding companies, subsidiaries, and other affiliates.

Work requires overnight travel (approximately 40-50%).

Financial examiners work a compressed schedule, with every Friday off and may reside anywhere in the State of North Carolina. Your duty station is your home. NCCOB is a remote-first agency and trusts our employees to be self-motivated and successful in hybrid/remote roles.

Hiring range-- Contributing: $48,000 - $60,000 Journey: $55,000 - $90,000

* Demonstrate the ability to learn, comprehend, and apply laws, rules, regulations, IT security standards, and IT governance processes applicable to the financial services industry.

* Understanding of internal controls, with specific emphasis on IT related general controls (examples include perimeter security, monitoring, access management, project management, and vulnerability management).

* Understanding of basic risk management practices.

* Ability to perform research on job related topics.

* Ability to analyze data and records of financial institutions, and identify areas of increased risk, control weaknesses, material deficiencies, and violations of state and federal laws and regulations.

* Ability to present concise, comprehensive, and accurate findings through both written products and oral presentations.

* Proficient in Microsoft Word, Excel, and PowerPoint.

* Ability to work under pressure and meet deadlines.

* Ability to communicate in oral and written form with institution management and staff.

Journey level:

Bachelor's degree in a related field (accounting, computer science, finance, business management, business analytics) with a minimum of two IT-related courses and four years of RECENT professional experience in the banking industry, or equivalent professional experience working for a company in the areas of IT (operations, information security, network administration), auditing (or controls testing) or any combination of these.

Contributing level:

Bachelor's degree in a related field (Accounting, computer science, finance, business management, business analytics) with a minimum of two IT-related courses or equivalent professional experience working for a company in the areas of IT (operations, information security, or network administration), auditing (or controls testing)) or any combination of these.
