Plans, manages & directs financial management (e.g., evaluation & monitoring systems for distribution of funds to school districts, other state agencies, local education agencies, grant recipients) for a multi-funded (e.g., federal, state, fee based accounts, intra agency agreements) & multifaceted fiscal operation for the assigned Centers & supervises assigned staff (e.g., assigns & reviews work, evaluates employees using DAS performance evaluation forms; recommends &/or authorizes leave; initiates disciplinary action; interviews & makes recommendations for hiring employees): oversees fiscal operations of multiple multifaceted programs within a multi-funded operation (e.g., multiple state appropriation line items, federal grants, rotary accounts); ensures state appropriations & federal grants are administered/spent in accordance with appropriate regulations (e.g., state &/or federal laws, grant requirements, ODE policies); administers rotary revenue accounts & monitors receivable systems that generate revenue; ensures all funding sources are properly allotted quarterly/annually & monitored to ensure distribution as specified or awarded to school districts, local educational agencies, state agencies, grant recipients or other education entities; oversees preparation & maintenance of reports, records & correspondence related to multi-funded & multifaceted fiscal &/or budgeting activities; serves as liaison with federal funding agencies &/or monitoring sources; advises managers & officials concerning budget spending & other fiscal matters for fiscal operations; analyzes budget cuts & other confidential material & interprets data to reach conclusive results.
Prepares &/or revises fiscal policies, programs, proposed rules, regulations &/or directives for Centers; develops & implements usage of various methodologies needed for effective program assessment & monitoring; administers multi-funded revenue systems for Centers (e.g., develops & implements policies & procedures for proper handling of revenue ensuring clear separation of duties); reviews & establishes funding codes for Centers; approves requisitions & operational invoices for payment; manages & oversees processing of vendor contracts, requisitions, travel equipment, accounts receivables & accounts payables; manages & balances federal grants ensuring compliance to predetermined spending limits; discusses fiscal policies; develops & implements fiscal procedures for staff to follow.
Implements organizational & management improvements for fiscal operations in Centers; develops budgets (e.g., forecasts administration costs; projects carryovers & deficits, ensures balanced operational budget); assists with preparation of multifaceted/multi-funded biennium budget (e.g., multiple state, federal, rotary line items); provides analysis of cost controls & cost calculations to improve accounting system, ensures preparation of budget reports & center monthly obligations reports; provides technical assistance to managerial & supervisory personnel involved in implementation of improvements or new programs; advises staff (e.g., comptroller, associate superintendents, office directors, associate directors, assistant directors, project managers) with issues concerning budget for Centers.
Performs other duties as assigned: attends meeting; provides budget data; coordinates with Fiscal Services, Grants Management, Information systems Management, School Finance & Internal Audits; provides technical assistance to grant recipients regarding funding issues; serves as liaison for Centers with funding & monitoring sources (e.g., other governmental agencies, businesses, school districts, local education agencies); prepares memos & letters to school districts & other grant recipients; serves as primary contact person for State Auditors, US Department of Education & US Department of Labor (e.g., audits, exit conferences, follow-up documentation, federal training sessions on financial management as required & Financial Status Reports).

* Or completion of undergraduate core program in public or business administration, accounting, finance or related field; 42 mos. exp. or 42 mos. trg. in financial administration.
* Or completion of graduate core program in public or business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in financial administration.
* Or 12 mos. exp. as Financial Program Manager, 66585.
* Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
