The purpose of the District is to provide all-risk emergency and non-emergency services to the City of Novato and the surrounding unincorporated area. Novato Fire Protection District is a five-station agency with 64 sworn line personnel covering three shifts. Each shift has one Battalion Chief, five Captains, and five engine companies including a cross-staffed truck and Type 3 engines. Staffing includes two front-line paramedic ambulances, each staffed with two firefighter/paramedics. NFD's Prevention Division comprises five members, including a Fire Marshal, Deputy Fire Marshal, Fire Inspector, and Fire Prevention Specialist. There are seven Marin Wildfire Prevention Authority (MWPA) positions handling vegetation management. NFD also stands up a Reserve Firefighter program, and Fire Explorer Post. Novato averages over 7,500 calls for service a year as an all-hazard fire agency.THE POSITION: The Novato Fire Protection District is seeking a dynamic and collaborative leader to serve as its next Fire Chief. This top executive role oversees the administration and leadership of the District, providing strategic direction and ensuring exceptional service delivery to the community. The Fire Chief is responsible for planning, organizing, and directing all aspects of fire prevention, suppression, investigation, disaster preparedness, and emergency medical services. The role requires advanced technical, administrative, and supervisory skills to manage resources effectively and safeguard lives and property. The ideal candidate will excel at fostering teamwork, innovation, and resilience while fulfilling additional duties as assigned.THE IDEAL CANDIDATE WILL:
Hold the rank of Battalion Chief or equivalent experience. Be transparent, service oriented, humble, and accessible, an effective communicator, a critical thinker, respectful of others, and thereby garner respect. Value community participation and have demonstrated ability to cultivate regional partnerships. Value career development, preferably through the achievement of advanced Fire Certifications (e.g., California State Fire Training Executive Chief Fire Officer, National Fire Academy Executive Fire Officer, CPSE Chief Fire Officer designation, California State Fire Chief Officer). Be experienced with California's Master Mutual Aid Plan and working within it. Have demonstrated fiscal responsibility and leadership accomplishments; source and acquire funding for the District. Be experienced and competent with labor negotiations and will foster respectful and effective employee relations. Have experience and demonstrated familiarity with the current critical issues that Novato Fire is facing. Be a strategic and critical thinker and planner, comfortable resolving conflict toward better solutions.QUALIFICATIONS: Candidates for Fire Chief should begin to prepare for leadership, management, and administration early in their careers.
