SUMMARY: The Fiscal Services Administrator is responsible for overseeing ESD 123 payroll and external business management services. This role involves monitoring and coordinating budget and reporting activities, preparing financial statements and analyses, and serving as a key resource for ESD 123 and school district personnel in planning and budgeting processes. Additionally, the Fiscal Services Administrator supports school district business offices in effectively utilizing the statewide computerized fiscal, payroll, and personnel systems. Strong leadership skills and a commitment to excellence in fiscal management and compliance are essential for success in this position.
ESSENTIAL FUNCTIONS:
* Review and analyze school district budgets, yearend reports, enrollment, and various other state reports.
* Facilitate communication between the Office of Superintendent Public Instruction (OSPI) and local school districts on matters of budgets, accounting, financial reporting, state reports, and finance.
* Organize and conduct meetings/workshops for all school districts within the ESD 123 region.
* Assist ESD business manager(s) in providing business management services to districts within the ESD region.
* Train and mentor local district business managers.
* Act as an advisor to local school districts, giving assistance in budget preparation, accounting, enrollment, statistical reporting and other areas of school finance.
* Review accuracy of local school district statistical and financial reports submitted to OSPI.
* Participate in annual certification of district levies.
* Survey and research information requested by school districts in such areas as investment of funds, enrollment projections, salary compliance, etc.
* Assist school district business managers and financial services staff in the use of data processing programs for business and personnel systems, data input, and interpretation of output.
* Remain up to date on all current and relevant laws and regulations for school districts including but not limited to the state revenue funding formula.
* Perform additional functions of the fiscal department as needed.
* Provide financial expertise to the administrator in charge of the Workers' Compensation.
* Assist in the administration of unemployment claims for the unemployment Co-op.
* Collaborate with and provide direct support to the Assistant Superintendent of Finance and Operations in managing and executing their responsibilities effectively.
* Prepares and/or assists in the preparation, recording and reporting on monthly financial transactions.
* Oversees Payroll, Accounts Payable, Accounts Receivable, and Grant Accounting.
* Perform all supervisory personnel functions for ESD 123 staff (e.g., making recommendations to hire, supervising, screening, interviewing, training, evaluating, providing in-service opportunities/professional development etc.).
* Perform other related duties as assigned.
Supervisory: Oversee hiring process in assigned areas and supervise and evaluate staff as assigned.

QUALIFICATIONS:
* Bachelor's degree in business administration, public administration, accounting, or job-related area.
* A minimum of five (5) years of job related experience in school district and/or ESD, accounting, auditing, budgeting, or financial reporting.
* Strong leadership and interpersonal skills, with the ability to positively motivate, lead, and collaborate in a team-oriented environment.
* Excellent organizational and time management skills, with a commitment to completing tasks thoroughly and independently.
* Proficiency in oral and written communication, including presentation skills.
* Adaptability to learn and apply new skills in a changing work environment.
* Experience with automated accounting systems and proficiency in building and maintaining electronic spreadsheets and systems.
* Personal transportation and willingness to travel as needed.
