The Position: This position plans, oversees, and provides management for Fleet Services and fueling operations. Services include budget and contract management, accounts payable, procurement, fuel management, internal billing, fleet management system, and coordination. Assigns daily work duties and reviews the performance of subordinates, performs operations review, provides administrative direction, and monitors quality control to ensure effective departmental performance. Essential Functions

- Oversees and manages the daily operations of the Fleet Division, ensuring efficient and effective service delivery across all fleet management activities. Identifies areas for quality improvement to enhance productivity through streamlined work procedures, better communication, and increased accountability. Evaluates and recommends sustainable fleet practices, including the introduction of new vehicle technologies and the integration of fleet maintenance software to optimize operations.
- Manages the City's fuel system by setting up, configuring, and maintaining fuel and vehicle wash system access. Oversees fuel purchasing for the Service Center, monitors fuel consumption internally and externally, and provides usage data for departmental budget planning. Ensures productivity, quality, and operational safety by conducting fieldwork and coordinating with fleet staff.
- Supervises personnel by selecting, training, and directly overseeing staff. Establishes work priorities, sets goals and objectives, and schedules tasks for subordinate staff to ensure alignment with departmental standards and goals.
- Coordinates with the Purchasing Division to arrange contracted maintenance, service vendors, and procurement of new vehicles and equipment. Assists departments and Finance with cost estimates for vehicle and equipment replacements. Ensures that all newly received vehicles meet specified requirements and oversees the installation of fuel monitoring equipment, GPS modules, and vehicle markings to align with City standards.
- Conducts inspections and determines condition classifications to assess whether end-of-service-life replacement is warranted. Prepares annual budget requests for replacement equipment, including projections for the Vehicle and Equipment Replacement Fund (VERF), to support long-term fleet planning and resource allocation.
- Assists the Purchasing Division with the coordination and execution of fleet vehicle auctions. Manages the preparation process for vehicles and equipment disposal, ensuring all assets are prepared for City auctions in accordance with disposal policies and standards.
- Manages the fuel tank system by adhering to all safety practices and ensuring compliance with State and local inspection and reporting requirements. Verifies fuel delivery quantities at the time of delivery and validates the accuracy of fuel delivery invoices for payment processing.
- Assists in managing the City's vehicle GPS program by evaluating and recommending third-party partners and delivering comprehensive reports to internal customers to inform operational decision-making.
- Performs other duties as required or assigned to support departmental needs and organizational objectives.
Job Requirements
Education and Experience: Bachelors Degree in government, business, or related field and three (3) years of budget management, financial analysis, fleet management, and equipment servicing. Other combinations of education and experience may be considered.Certification and Other Requirements:
- Valid Texas Class A CDL or ability to obtain within twelve (12) months of hire
- A/B Underground Storage Tank Certificaiton
Supervision Exercised: General Supervision: Work is normally reviewed upon completion, with occasional spot checks while in process, to ensure accuracy, timeliness, and conformance to established standards; autonomy is granted at the service or program level; work is subject to general and departmental policies, procedures, and guidelines. Physical Demands / Work Environment:
- Ability to conduct fieldwork, including inspecting vehicles and equipment under varying environmental conditions.
- Capacity to stand, walk, bend, and perform hands-on inspection and maintenance-related tasks for extended periods.
- Ability to lift, carry, and handle equipment, tools, and materials, sometimes weighing up to 50 pounds.
- Comfortable working both in an office setting for administrative tasks and outdoors for operational oversight and inspections.
- Ability to operate a city or personal vehicle for business purposes, including travel to various City locations and fuel sites.
