Overview
The Assistant City Secretary will oversee the daily operations of the Office of the City Secretary, municipal elections, and the City's records management program. Will provide support to city council members. Prepares and oversees the annual budgets and expenditures for the Office of the City Secretary, City Council and Major Memberships.
Responsibilities
* Oversees the daily operations of the City Secretary's Office to include personnel management (hiring, evaluations, discipline, etc.); approval of payroll; drafting department procedures; leading, training, and guiding staff; preparation of orientation information for new members
* Ensure compliance with Open Meetings Law Training, maintain records of terminations/vacancies, and prepare agenda items for appointments to boards and commissions
* Oversees board appeals, street renaming requests and initiative and referendum petitions
* Assist with preparation and posting of the city council agenda and verifies the accuracy of legislative numbering in each city council agenda
* Manage and safeguard the integrity of the City's legislative actions to ensure the correct document is filed and the numbering system for: ordinances, resolutions, and motions
* Publish legal notices and oversee quarterly audits of petty cash
* Prepare City Council agenda items for the Office of the City Secretary
* Assist with coordination of municipal elections by maintaining proficiency in Texas Election Laws, reviewing necessary ordinances calling for the election, preparing city council and mayoral candidate kits
* Assist with contracting with Nueces County for the use of election equipment, location of polling places and workers, tabulation of votes, and related election reporting
* Assist candidates filing process for city council and mayoral offices, coordinating and filing city council candidate and designation of campaign treasurer forms, campaign contribution and expenditure forms, City and State ethics reporting forms, personal financial statements and other forms that candidates file as required by state election laws, and answering candidates' questions
* Update the City Secretary's website, and develop all web pages for City elections
* Provide support to city council members by preparing correspondence and researching policies, overseeing research and requests for records, reviewing agenda items and preparing agenda attachments
* Oversee requests for documents from the city council, city departments and the public
* Perform the duties of the City Secretary in their absence, which requires maintaining knowledge of applicable laws, City Charter, Robert's Rules of Order and Texas Open Meetings Act
* Assist with managing the City's records management program in compliance with local and state records retention laws and requirements, including: review of department records retention schedules and submitting amendments to the City Secretary for submission to the Texas State Library & Archives Commission; reviewing and authorizing the destruction of records; and serving as the liaison between the City and the Texas State Library & Archives Commission
* Prepares and oversees the annual budgets for the Office of the City Secretary, City Council and City's Major Memberships; responsible for authorizing expenditures for each of these budgets and providing allocations reported semi-annually
* Maintain professional and technical knowledge and skills in Election Law, Open Records Law and Records Management by attending trainings/seminars
* May be asked to perform other duties as assigned or required by the City Secretary, City Council, City Charter and State Laws
Qualifications
* Requires Bachelor's Degree (BA/BS)
* Minimum of 7 years of experience
* Texas Registered Municipal Clerk (TRMC) designation preferred
* Must have or be eligible to secure Texas Notary Public license and maintain during employment
* A combination of education and pertinent experience may be considered
* A valid driver's license is required. Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating
Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.
