Job Objective & Safety/Security Sensitive DesignationJOB OBJECTIVE: To receive, review, and coordinate the compilation of public records subject to disclosure in order to respond to Arkansas Freedom of Information Act (AFOIA) requests received by the City of Little Rock; consults with the supervising attorney, the City Attorney, or both, as necessary to ensure AFOIA responses are promptly answered in compliance with all applicable guidelines, laws, policies, procedures, regulations, and statutes.This position is not designated as a safety/security sensitive position and is not subject to random drug and alcohol screening.Essential Functions
  • Stays abreast of guidelines, laws, policies, procedures, regulations, and statutes relative to the Arkansas Freedom of Information Act (AFOIA).
  • Oversees the non-police requests for public records pursuant to AFOIA; coordinates and responds to requests, drafts correspondence to requesters, seeks scope of clarification from requesters as needed; coordinates the compilation of public records with specific Departments, and addresses questions or problems as necessary; reviews and ensures all public records are redacted in accordance with the AFOIA; coordinates with specific Departments about the required notification of individuals about whom information is requested; audits and validates files and records to ensure responses are accurate, complete, and timely; ensures compliance with all applicable state, federal, local statutes, guidelines, laws, policies, procedures, and regulations; coordinates activities with Web Development Coordinator to ensure that all AFOIA requests and responses are made available for publication on the City of Little Rock website.
  • Serves as organizational liaison to City Departments to provide advice and guidance relative to AFOIA matters and to facilitate responses to requesters; reviews requests to determine appropriate action and response time; reviews public records compiled by City Departments in response to AFOIA requests in order to determine if any exemptions to the AFOIA are applicable to the records in compliance with all applicable guidelines, laws, and statutes.
  • Confirms with respective Department to ensure they are aware of the AFOIA request and understand the timeframe for completion; follows up as deadlines approach to verify that responses are provided in compliance with AFOIA; communicates with the requester as needed, to refine request or to request an extension of time to respond to requests; coordinates searches and determines if records may be released, and resolves other relevant matters; prepares interim and final response letters prior to the release of all AFOIA responses; ensures that responses to AFOIA requests are provided timely; notifies appropriate staff if AFOIA requests are not responded to in compliance with all applicable guidelines, laws, policies, procedures, and statutes.
  • Working through the City Attorney, coordinates with Information Technology staff relative to the retrieval of emails and other electronically stored information in response to AFOIA requests.
  • Establishes and maintains an AFOIA database; enters and tracks requests; maintains hard copy and electronic files for all requests received; records and provides weekly status reports relative to AFOIA requests and submits to appropriate personnel; monitors status throughout the life of the request.
  • Answers questions and provides information to AFOIA requesters as needed to address scope, cost, and any other issues associated with the requests in order to satisfy all statutory and regulatory timeframes and other requirements; consults with City Attorney for guidance and direction as necessary.
  • Reviews procedure guidelines, policies and procedures as requested by the City Attorney and ensures information is current regarding AFOIA requests for public records.
  • Provides assistance to other assigned Departmental Divisions.
  • Compiles information and prepares various narrative and statistical reports.
  • Coordinates and schedules AFOIA training presentations with outside organizations and/or with City Attorney's Office staff to ensure all pertinent employees have a thorough understanding of the law and its requirements, and the City of Little Rock's process for receiving and responding to AFOIA requests.
  • Serves as organizational legislative liaison relative to AFOIA activities in coordination with the Assistant City Manager; analyzes and monitors existing, pending, proposed federal and state legislation to determine the potential or actual impact on City operations and programs.
  • Operates a computer utilizing database, spreadsheet, and word processing software in the performance of essential job functions.
  • Learns and uses software programs and platforms used by the City Attorney's Office. SUPERVISORY RESPONSIBILITIES: None.
Minimum Qualifications, Additional Requirements and Supervisory ResponsibilitiesThese knowledge, skills, and abilities are usually, although not always, acquired through the completion of a Paralegal certificate, with two (2) years of paralegal experience; or, the satisfactory completion of a Juris Doctorate with or without a license to practice law; or, a Bachelor's Degree in any field to include demonstrated work experience that requires the review and consideration of statutes, regulations, constitutional provisions, or any combination of experience. Equivalent combination of education and experience will be considered.ADDITIONAL REQUIREMENTS:
