The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
The Division of Administration provides a wide range of support services throughout the agency to ensure all Divisions receive adequate and efficient support services to carry out their respective missions. The Division of Administration works collaboratively with many program areas offering internal resources and support necessary to function efficiently and effectively.
The Division of Administration employs approximately 490 public employees and provides services in the areas of building maintenance, occupational safety and health, operational support, security, transportation, and print production. The Division also provides support to the Division of Youth and Family Justice (DYFJ) via nutrition and food services, construction, and facilities management for its two 24/7 Secure Detention facilities Crossroads Juvenile Center (Brooklyn) and Horizon Juvenile Center (Bronx).
ACS provides care, custody and control of approximately 430 youth daily in its network of secure and non-secure facilities. The division of Administration prepares 3 meals a day, 365 days a year for children and youth.
Under the general supervision of the Director of Food Service, the Food Service Administrator is responsible for streamlining the invoice processing for the Food Service Unit to ensure efficient and effective payment to vendors. This position will assist in a variety of administrative tasks throughout the Food Service areas.
The primary duties will include, but are not limited to the following:
- Assist in the purchasing of foods and other goods and services.
- Management and processing of receipts and invoices.
- Manage vendor requests and communication.
- Assist in the annual budget preparation and tracking for food procurement, operations, and capital equipment.
- Upload and archive invoice data, as well as filing contracts.
- Track fiscal year budget spend.
- Assist with new needs requests to ensure adequate funding for contracts.
- Provide technical assistance for PASSport.
- Collate monthly financial reports for reimbursement.
- Track and collating nutrition consults and progress notes.
- Collaborate with the Director of Nutrition on policy and program management.
- Assist in the review and development of nutrition education materials.
- Train Food Service consultants.
- Provide support to other Divisions (DYFJ, FPS, DC Office (Children Center) to assist and expedite food service contracts and finance related tasks.

Qualifications
1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in 1 above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in 1 above; or
4. A combination of education and/or experience equivalent to 1, 2, or 3 above. College education may be substituted for professional experience under 2 or 3 above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in 1 above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in 1 above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in 1 above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
