Salary: $26.76 Hourly Location : GA, GA Job Type: Full-time Job Number: 6204 Department: Public Works Building and Grounds Opening Date: 09/16/2024 This is a supervisory and labor position maintaining right-of-ways and public grounds for the City of East Point. Major Duties Supervises labor crewsin the field; Supervises and performs the maintenance of City-owned facilities and grounds; street right-of-ways, including street tree plantings; and landscaped facilities; Selects appropriate equipment and materials to complete the work according to specifications, verbal instructions, and established procedures; devises and adapts tools and equipment to meet specific requirements; Provides equipment and transportation for the right-of-ways crews; Assists crews with jobs as needed; Operates heavy equipment when needed; Ensures the labor crew is operating under the safety guidelines; As required, coordinates work activities with other City departments, representatives of local, State, and Federal agencies, citizens and equipment suppliers; Makes sure all work is performed in accordance with all Federal, State, and local laws, rules, and regulations for safety standards; Performs other related duties as necessary. Minimum Qualifications High School diploma or equivalent; five (5) years of progressively responsible related experience, with two (2) years of supervisory experience; possess a valid State of Georgia Class B CDL and a satisfactory Motor Vehicle Record (MVR); equivalent combination of education and experience. Knowledge Required by the Position Considerable knowledge and ability to operate and maintain a variety of small engine equipment; Good knowledge of Federal, State and local regulations and standards, and of City and departmental policies and procedures; Good knowledge of the properties, utilization and care of the materials, tools and equipment used by the employees supervised; Thorough knowledge of materials, methods, and techniques commonly used in construction, maintenance, and repair activities as related to assigned areas of specialization; Thorough knowledge of the occupational hazards and safety standards and practices applicable to the work being supervised; Skill in efficiently and effectively supervising and coordinating the activities of skilled, semi-skilled and unskilled employees performing a wide variety of maintenance, repair, and service functions; Skill in making sound and timely recommendations for project implementation and/or modification, based upon established department plans and results of personal observations and needs analyses; Ability to supervise labor crews; Ability to organize a crew to complete a task within deadlines; Ability to read charts, diagrams, and blueprints; Ability to communicate orally and in writing; Ability to establish and maintain effective working relationships with management, employees and the general public; Ability to follow directions with limited guidance and supervision. Supervisory Controls: This position is under the direct supervision of the Buildings & Grounds Manager. Guidelines: Guidelines include City codes, departmental policies and procedures, State and Federal rules, OSHA laws, Georgia DOT rules and regulations. These guidelines are generally clear and specific, but require some judgment and interpretation in application. Complexity: This position consists of a variety of tasks, including the supervision of buildings and grounds labor crews. Scope and Effect: The purpose of this position is to perform manual labor and oversee the Buildings & Grounds laborers. Successful performance contributes to the efficient and effective maintenance of all City-owned buildings and grounds. Personal Contacts: Contacts are typically with elected officials, co-workers, other City employees and the general public. Purpose of Contacts: Contacts are typically accessed to give and exchange information, resolve problems, negotiate or settle matters and provide services. Physical Demands: This position requires the ability to lift items weighing up to 100 pounds. Work Environment: The work is typically performed outdoors, and the incumbent may be exposed to extreme weather conditions. Supervisory and Management Responsibility: This position oversees laborers, but the final evaluating, hiring, promoting, and disciplining is under the purview of the Buildings & Grounds Manager.
