THIS POSITION IS LOCATED IN SANTA CLARITA, CA IN OUR CORPORATE HEADQUARTERS/SOCAL DIVISION OFFICE. IT IS NOTE REMOTE.

SUMMARY/OBJECTIVE:

The Director of Forward Planning supervises and provides direction to the forward planning/project management team, whose responsibilities include: due diligence review, budget preparation and management, plan/permit processing, DRE processing, and HOA formation and management coordination.

ESSENTIAL JOB DUTIES:

  • Responsible for day-to-day management of forward planning/project management team to ensure business plan goals are attained.
  • Ability to effectively manage numerous professional consultants.
  • Lead due diligence/feasibility review efforts for potential land acquisitions, including review and analysis of supporting documents (title, environmental, entitlement, and engineering plans/reports).
  • Manage and direct all aspects of obtaining entitlement approvals, plan approvals & permits for new residential communities including all entitlement documents and plans, tentative and final maps and related approvals. Such efforts will include strategizing, coordinating and presenting to city/county staff and other agencies. Attend public hearings as needed.
  • Coordinates with architects, engineers, landscape architects, soils and environmental engineers, and other consultants in preparation of required development applications and approvals based on expert-level knowledge of approvals processes and requirements.
  • Contract and manage consultants as needed, which may include civil engineers, architects, structural engineers, landscape architects, utility consultants, land use attorneys, title company, surveyors, HOA budget preparers and HOA managers. Foster strong partnerships with consultant teams.
  • Review and approve all invoices for consultant teams.
  • Manage scopes of work and compliance with schedule for consultants related to forward planning process.
  • Lead resolution of entitlement issues and conditions through project completion.
  • Prepare and maintain (with other Operations Team leaders) detailed project schedules and budgets.
  • Lead internal project meetings.
  • Participate in new community kick-off meetings, clearly communicating project details and milestones to construction and sales teams.
  • Act as liaison with local, State, and Federal agencies, including presenting at public meeting and hearings as necessary.
  • Facilitate community outreach efforts when required to mitigate impacts associated with land development efforts.
  • Serve as owner's representative on Homeowner Association and Condominium Boards, including attendance at monthly/quarterly meetings.
  • Support project closeout and turnover of common area improvements to HOAs.
  • Coordinate bond exoneration efforts with internal team and public staff.
  • Work with other departments in the division to activate new communities on time and within budget.
Requirements:

EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:

  • Bachelor's Degree required (Business Related, Economics, Accounting, Civil Engineering, Urban Planning, Architecture, Construction Management, or similar discipline).
  • 5-10 years of experience in forward planning, civil engineering or entitlements in the homebuilding or multifamily industry.
  • Solid understanding of Civil Engineering Principles, fundamental Real Estate and Urban planning concepts and aligning these skills with the organization's goals and objectives.
  • Proven strength in management, interpersonal, and presentation skills
  • Comfortable reading and understanding construction plans, blueprints, and drawings.
  • Ability to manage multiple priorities in efficient and accurate manner.
  • Attention to details, good organizational skills, and ability to perform efficiently and accurately in a fast-paced dynamic environment.
  • Exceptional written and verbal communication skills. Proven ability to multi-task and complete tasks within a scheduled timeframe.
  • Extensive knowledge in MS Office Suite, Adobe, DocuSign, and able to learn company CRM.
  • Requires the ability to work while functioning under the pressure of problem solving and managing time sensitive deadlines.
  • Position may require flexible work hours and limited local travel.
