This position serves as the GAAP Coordinator directing and coordinating financial reporting for the Department of Innovation & Technology (DoIT). In this role you will review financial reporting records, reports and statements, to ascertain completeness and accuracy prior to preparing Generally Accepted Accounting Principles (GAAP) packages or financial statements for DoIT. In addition, you will serve as a subject matter expert testifying as required on submitted financial documentation. This position also supervises accounting professionals and serves as a liaison with internal and external auditors. Essential Functions
? Subject to management approval, serves as the GAAP Coordinator directing and coordinating financial reporting for the Department of Innovation & Technology (DoIT).
? Reviews financial reporting records, reports and statements, to ascertain completeness and accuracy prior to preparing Generally Accepted Accounting Principles (GAAP) packages or financial statements for DoIT.
? Monitors and ensures the completion of Comptroller SCO forms.
? Serves as a supervisor directing the accounting activities of professional personnel.
? Serves as liaison providing responses to external auditors, internal auditors or the Legislative Audit Commission regarding the information provided in GAAP packages
? Recommends changes in the accounting, financial and system operations and procedures.
? Keeps abreast of new developments in the financial reporting and accounting fields by continuing education through attendance in meetings, training sessions, seminars and conferences to increase familiarity with and remain current on financial certifications and procedures.
? Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
? Requires knowledge and experience equivalent to a Bachelor's degree in an accounting field.
? Requires registration or licensure as a Certified Public Accountant (CPA).
? Requires three (3) years of experience supervising accounting or auditing professionals in a public or business organization.
Preferred Qualifications
? Three (3) years of professional experience preparing financial statements in accordance with Generally Accepted Accounting Principles (GAAP).
? Three (3) years of professional experience analyzing, examining and verifying the accuracy of a wide variety of accounting books, reports, records, documents and statements, receipts/expenditures, general ledger postings, reconciliations and journal entries, as well as other fiscal and financial related information, operations and procedures.
? Three (3) years of professional experience reviewing fund packages and non-WEDGE SCO forms e.g. Summary of Liabilities (SCO-549), Grant/Contract Analysis (SCO-563) and Interfund Payable/Receivable Analysis (SCO-565) or similar documents, forms and reports.
? Three (3) years of professional experience interpreting and complying with laws, rules, and regulations relating to state or non-state accounting or auditing procedures
? Three (3) years of professional experience providing responses to external auditors, internal auditors, the Legislative Audit Commission (or similar) regarding the information provided in GAAP packages.
? Three (3) years of professional experience serving as a subject matter expert testifying, as required, on financial information.
? Ability to analyze administrative problems and adopt an effective course of action to resolve.
? Ability to develop and maintain cooperative working relationships.
? Demonstrated verbal and written communication skills to present technical or complex information with clarity and precision.
? Demonstrated proficiency in utilizing Microsoft Office Suite products including, but not limited to, Access, Excel, Teams, SharePoint, Word, and Outlook.
