Position Overview
The Illinois Criminal Justice Information Authority is seeking a highly motivated individual to manage ICJIA's implementation and maintenance of the Illinois Grant Management System and perform professional duties in providing technical assistance to Agency staff in compliance with agency and statewide grant accountability and risk management processes and policies. Serves as specialist for grant accountably tools and Agency trainer on tools. This position requires a dynamic individual to provide support, guidance, and oversight in collaboration with programmatic, legal, and fiscal teams.
Essential Functions
* Manages ICJIA's implementation and maintenance of the Illinois Grant Management System (AmpliFund). Coordinate internal resources to ensure that the implementation adheres to ICJIA's implementation schedule. Develops training materials, job guides, and process documents to assist staff and grantees with AmpliFund use.
* Assists the Chief Accountability Officer (CAO) in managing compliance with Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR 200), the Grant Accountability and Transparency Act (GATA), and agency grant program accountability requirements. Under supervision of the CAO ensure day-to-day compliance with GATA and agency internal policies, including reviewing grantee prequalification status, managing stop pay notices to grantees, managing the agency's internal stop pay list, and updating information on the GATA Implementation site.
* Works with the Governor's Office of Management and Budget (GOMB) and the Grant Accountability and Transparency Unit (GATU) in the coordination and provision of assistance to grantees in connection with registration in the Illinois grant management system.
* Complete and fulfill federal and state audit compliance requests, in consultation with program staff. Assists staff in drafting corrective active plans in response to audit findings. Monitors compliance with corrective action plans under the supervision of the CAO. Travel to grantee sites as needed.
* Develop, implement, and maintain written policies and procedures for various programs and initiatives, under the supervision of the CAO. Keeps abreast of all regulatory requirements.
* Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
Requires knowledge, skill, and mental development equivalent to completion of 4 years of college.
Preferred Qualifications
* Prefers at least 2 years of managing, designing, implementing, and evaluating projects and programs.
* Prefers 2 years of administrative experience in a public or business organization.
* Prefers 2 years of experience in grant administration or monitoring.
* Prefers 1 year of experience conducting training for staff or external stakeholders.
* Prefers 1 year experience conducting or assisting with compliance audits on grants.
* Prefers 1 year of experience working in a state or local government, non-profit, or not-for-profit agency
