Concord University seek a creative and enthusiastic team members to serve as Finance and Contracts Manager for the Southern West Virginia (SWV) GEAR UP Partnership serving five school districts, Mercer, Monroe, Raleigh, Summers and Wyoming County Schools.

The GEAR UP (Gaining Early Awareness and Readiness for Undergraduate Programs) Partnership is funded by the US Department of Education to increase the college-going rate of low-income secondary school students in these school systems. GEAR UP provides training and support for administrators and teachers at secondary schools with a majority of low-income students and support and assistance directly to students to enhance preparation for post-secondary education.

This is a twelve-month, full-time position, contingent upon continued external funding.

The primary responsibility of this position is to ensure that U.S. Department of Education GEAR UP grant funds are spent prudently and in accordance with Concord University, state, and federal guidelines and that all funds are utilized to meet the goals established in the approved grant proposal.

Duties and Responsibilities

Duty/Responsibility

* Monitor documentation, both grant expenditures and match

* Assist Project Director in budget oversight

* Process all purchase requests

* Reconciles grant funds to include preparing monthly reconciliations

* Train school administrators in finance documentation; and

* Annually evaluate the finance management of GU funds in school districts and Institutions of Higher Education (IHE)

* Work closely with OSP, meeting grant requirements properly

* Work with OSP and counties and subrecipients to process reimbursements

* Assist OSP within assessing risk status of subawards and reimbursements

* Maintain and monitor GEAR UP budget

* Subrecipient monitoring

* Work with director, review and update policies and procedures, as needed

* Monitor carryover

* Other duties as assigned

Education/Knowledge

Minimum Education Bachelor's Required Licenses/Certification

* Bachelor's Degree in Accounting, Finance, or related field.

Required Skills

* Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel) and Banner

* Familiarity with authorizing legislation for GEAR UP, EDGAR,CFR 200, and other regulations and guidelines that relate to the management of federal funds.

* Ability to coordinate multiple projects simultaneously, work well under pressure and meet deadlines.

* Demonstrates a high level of customer service and professionalism with internal and external clients.

* Ability to apply accounting methods to financial transactions/records and prepare financial reports.

* Excellent analytical and problem-solving skills.

* Ability to work independently and effectively as a member of a team.

* Candidate must have strong attention to detail and organizational skills.

* Demonstrated proactivity, working within deadlines, and ability to juggle multiple priorities in a fast-paced environment.

* Experience in non-profit or higher education accounting is highly desirable.

* Sensitive to the needs of subcontractor representatives and to fellow employees to understand those needs and determine the best ways to deliver training and information that will meet those needs.
