Assist the public in providing plat maps, identifying easements, etc. Work with surveyors, attorneys, title companies, department supervisors, County Staff, and the public.ESSENTIAL DUTIES AND RESPONSIBILITIESAnswer general constituent questions and make appropriate referrals to departments.Uses ESRI to create and maintain various maps.Learn and apply Idaho State Code and Idaho State Tax Commission mapping rulesExtract and update tabular data and join to the parcel layer shapefile.Build and maintain the public inquiry database.Distribute copies of the latest tabular database spreadsheet and parcel layer shapefile.Review and process annexations, subdivisions, PBAs, splits and combos of properties.Navigate the county recording program, accessing necessary documents.Maintain various spreadsheets calculating public rights-of-way, square footage of property, etc.Respond timely to e-mail and phone requests.Create/Maintain mapping protocol which explain our office position.Maintain specialty maps such as the Commissioner Districts, Election Precincts, Herd Districts, Road and Address Grid Map, 911 Maps, Next Generation 911 Maps, Zoning Maps, and Comprehensive Plan Maps.Attend any meetings requested by the Assessor.Other tasks and duties as directed by the Assessor.MINIMUMQUALIFICATIONSEducation and Experience:Associates degree with course work in Geographic Information Systems, Cartography, Geography or other related field including training in the use of computer aided drafting or mapping; ANDTwo (2) years of responsible work experience in a related field; ORAn equivalent combination of education and experience.SPECIAL REQUIREMENTSHigh School Diploma or equivalentValid Drivers LicenseKNOWLEDGE, SKILLS, AND ABILITIESKnowledge of:Working knowledge of surveys/plats, conveyances and descriptions.Microsoft Office programs including Word, Excel, and Outlook.Understand and apply complex detailed instructions;Read and interpret detailed maps, blueprints and complex legal documents, perform complex mathematical computations;Operate computer workstation;Work independently; Communicate effectively, verbally and in writing;Develop effective working relationships with department managers, staff and the public.Ability to:Communicate clearly and effectively in both verbal and written form.Follow oral and written instructions.Operate standard office equipment including a large format printer.Accurately calculate figures.Meet deadlines and prioritize multiple tasks.Work cooperatively and constructively with fellow employees, department heads, electedofficials and members of the public.TYPICAL PHYSICAL REQUIREMENTSRequires sufficient clarity of speech and hearing abilities including those which permit the employee to discern verbal instructions and communicate effectively in person, in writing, and by telephone.Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.EOE StatementPayette County is an Equal Opportunity Employer.
