The Work You Will Do:The Government Operations Consultant III position is responsible for performing communication duties for the Resilient Florida Program. The Difference You Will Make:The Resilient Florida Program was established during the 2021 Legislative Session with the passage of SB1954/HB7019 and the creation of section 380.093, Florida Statutes. This legislation will ensure that communities have the resources they need for resilience planning and project implementation as well as creating a framework for a cohesive, coordinated approach to address the impacts of sea level rise, effects of intensified storms and localized flooding. The program administers the Resilient Florida Grant Program, complete a comprehensive statewide flood vulnerability and sea level rise data set and assessment, develop annual Resilience Plans consisting of prioritized projects for funding consideration, support Regional Resilience Entities and collaborate with the Florida Flood Hub of Applied Research and Innovation. In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department's Standards of Conduct, as well as all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. Utilizing knowledge of the Statutes and Regulations this position will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the Resilient Florida Program to operate more efficiently and effectively. This position will:
  • Coordinate and assist in the review and preparation of planning and environmental documents and activities, which involve the collection, analysis, and development of data focusing on the effects of climate change, flooding, and sea level rise as it affects critical assets in statewide communities. Activities also include the observation of current conditions and identification of actions that can be taken to adapt to future sea levels, increased storminess, flooding, and climate changes.
  • Coordinate with intergovernmental agencies and partner agencies as well as other sections and program areas of the Department in pursuit of the overall mission to preserve, restore and protect the environment and natural resources of Florida.
  • Assist managing projects, preparing status reports, scheduling project meetings, review of deliverables, serve as a liaison for the department, and track contractor progress. Responsibilities also include QA of RF documents and reports, coordinate with project technical teams, and keep the Program Director updated on all project events. Coordinate and assist the Program Director and Administrators in responding to general public questions and requests, manage the program website, prepare communication materials, and work with Department leadership in preparing press releases for the RF program.
  • Coordinate with the Business Planning Administrator and oversee the Office of Resilience and Coastal Protection final review and approval of all ORCP speaking/presentation requests, media, publication, and graphic development requests.
  • Meet regularly with the Business Planning Administrator, conduct regular statewide office communications teleconferences, and participate in DEP Press Office meetings.
  • Assist in preparing and reviewing program status reports, talking points, presentations, and reports. Submit documents and presentations for review and approval through the Department Communications Office and coordinate with the Communications Office in addressing comments and obtaining approvals. Be responsible for the section marketing materials
  • Perform other duties as assigned.
Required Knowledge, Skills, and Abilities:
  • Knowledge of basic management principles and practices.
  • Knowledge of grant and contract best management practices.
  • Knowledge of the methods of data collection and analysis.
  • Knowledge of applicable computer applications and basic computer functions.
  • Knowledge of and ability to interpret and apply related federal, state, and local laws, ordinances, rules, and regulations.
  • Knowledge of and ability to interpret and apply related policies, procedures, principles, and practices.
  • Knowledge of terminology, techniques, and principles of environmental resource management.
  • Skilled in methods of collecting, compiling, organizing, and analyzing data.
  • Skilled in the use of computer applications, particularly Microsoft Office Suite and Adobe Acrobat.
  • Ability to review and monitor policies and procedures for compliance with applicable requirements.
  • Ability to evaluate and analyze data relating to project management activities.
  • Ability to compile and review financial data for accuracy, completeness, and compliance.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to grants management activities.
  • Ability to develop and organize data into logical format for presentation in reports, proposals, and other written documents.
  • Ability to utilize problem-solving techniques.
  • Ability to work independently.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.
Minimum Qualifications:
  • An associate's degree from an accredited college or university and three years of verifiable related experience; or any combination of post-secondary education or verifiable related experience, as described above, for a total of five years.
  • A valid driver's license.
  • Ability to successfully complete a background and fingerprint check.
Preferred Qualifications:
  • Undergraduate or Graduate level coursework in any of the following study areas: Environmental Science, any of the Natural Sciences, Public Administration, Management, Political Science and Government, Communications
  • Florida Certified Contract Manager (FCCM)
  • Project Management Professional (PMP), or Certified Associate in Project Management (CAPM)
  • Certified Floodplain Manager (CFM)
  • Contract or Grant Management Experience
  • Lean Management, or other levels of Lean Six Sigma certification
  • Experience with data analytics platforms such as Microsoft Power BI, QLIK, or similar software
  • Experience with Adobe Creative Cloud suite of products such as Adobe InDesign, Adobe Illustrator
  • Experience with programs developed on the Salesforce platform
