Overview
This position is responsible for providing expert knowledge, regulatory interpretation, and technical/engineering skill in support of PNNL's hazardous materials transportation and packaging (HMTP) program. The successful hire will work as a team member to ensure PNNL's shipping of hazardous material is conducted safely, consistently, and follows approved procedures complying with all requirements of applicable International, Federal, State, tribal, and local laws, rules, and regulations and DOE Orders and Policies.
Responsibilities
* Develop regulatory interpretations, procedures, special permit applications, training, and presentations in support of Laboratory hazardous material transportation and packaging activities.
* Participate in internal and external program assessments or audits and develop and implement corrective actions.
* Observe field work associated with transportation and packaging activities to ensure compliance with applicable requirements and procedures.
* Classify and document required compliance reporting of abnormal events.
* Establish systems for and perform or oversee packaging testing.
* Maintain program documentation in accordance with DOE Orders, internal quality standards, and the program's file plan.
* Develop or perform peer review of data packages following established quality assurance processes.
* Lead committees, special projects, and opportunities within the directorate and Laboratory.
Qualifications
Minimum Qualifications:
* BS/BA and 9 years of relevant experience -OR-
* MS/MA or higher and 7 years of relevant experience
Preferred Qualifications:
* Domestic and international hazardous material/waste shipping regulations (DOT, IAEA, ICAO/IATA, IMDG, TDG, ADR), and State-specific enforcement per Commercial Vehicle Safety Alliance Out-of-Service criteria.
* DOE site operations, including DOE orders (e.g., 414.1D, 460.1D, 460.2B), safety analysis, Unreviewed Safety Question (USQ) process, occurrence reporting, Transportation Compliance Assessment Program (TCAP) assessments, and Nuclear Quality Assurance (NQA-1) requirements.
* Ability to interpret and communicate regulatory requirements, both oral and written, with a variety of administrative and technician-level personnel, technical/professional staff and senior management; anticipates potential objections and influences others to adopt a different point of view.
* Manage projects and tasks safely, compliantly, and independently with guidance in only the most complex situations.
* Solves unique and challenging problems using professional judgement and integrating different perspectives on existing solutions.
* Anticipates internal/external business challenges and regulatory issues; recommends process, product, or service improvements.
* Leads tasks with notable risk and complexity; develops strategy for project execution.
* Professional license and/or certifications (e.g., Licensed Professional Engineer (PE), Certified Hazardous Material Manager (CHMM), qualified mixed waste shipper, qualified IATA and IMDG shipper)
* Transportation safety requirements for DOE onsite operations.
* DOE/NRC Type B/AF package requirements and operations.
* American Society for Nondestructive Testing (ASNT) leak testing requirements and methods.
* DOT Special permit application processes.
* Calculations in support of hazardous material and waste packaging and transportation determinations.
* Security plans for addressing threats and vulnerabilities of hazardous materials during transport.

This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
