The County of San Mateo's Emergency Medical Services Agency is seeking a highly motivated candidate with outstanding Public Health and Emergency Preparedness knowledge and experience for the position of Health Emergency Preparedness Community Program Analyst II – Limited Term to provide program planning, technical assistance, review and evaluation functions to direct community/client service delivery programs; act as County liaison with contract service providers, community-based organizations, and funding sources; ensure compliance with program regulations and procedures; monitor contracts related to assigned program; and do related work as required.
There is currently one limited term vacancy with the Health Emergency Preparedness and Response Program, located in South San Francisco, CA. This position will require travel/drive to various locations to perform the duties of the position; and required to occasionally be on-call and able to respond to EOC activations, including work occasionally nights and weekends as needed for incident response.
Primary duties include, but are not limited to:
- Under general supervision of EMS Management, plan, coordinate, and implement public health emergency preparedness activities, including pre-emergency planning, emergency response activities, and post-emergency functions.
- Facilitate the development, operationalization, implementation, maintenance, review, and update of public health emergency response plans and procedures.
- Regularly interact with a variety of stakeholders, including executive leadership, and may represent the program at local, regional and state meetings, committees, or workgroups.
- Ensure the direction and activities of the program are aligned with local, state, and federal response guidance, rules, regulations, and requirements.
- Assess department and county-wide preparedness training needs and design, develop, and deliver trainings, exercises, and other outreach to ensure all staff and response partners are aware of and prepared for their roles during emergencies.
- Plan, develop, implement and evaluate public health preparedness and response exercises following Homeland Security Exercise and Evaluation Program (HSEEP) guidance, including seminars, workshops, tabletops, drills, functional and full-scale exercises.
- Contribute to long-term/short-term projects, programs, and strategic planning.
- Flexibility to be available to work during emergencies on an on-call basis.
- Ability to travel to and attend meetings in the greater bay area region.
- Attend a variety of after-hour/weekend meetings and training programs due to the emergency response nature of this position.
- Coordinate and oversee programmatic administrative, budgeting, and/or fiscal reporting activities.
- Conduct research on a wide variety of administrative topics including grant funding, contract feasibility, budget and staffing proposals, and operational alternatives.
- Other Health Emergency Preparedness related duties as assigned.

Additionally, the following are highly desired:
- Completed courses: FEMA IS 100, 200, 700, 800; FEMA ICS 300 and 400; and HSEEP.
- Master's degree from an accredited college or university in emergency management, public, business, or health administration, public health, human services, administration of justice, communications, or a closely related field, or three years of experience planning and coordinating emergency response programs and activities.
- Clinical background.
- Proficient in Microsoft Office Suite.
This is a limited term, at-will position. Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan.
