Job Description :
The Martin County Highway Department is currently accepting applications for a full time Highway Maintenance Specialist.The Highway Maintenance Specialist is responsible for the general road and bridge maintenance operations that are the responsibility of the Martin County Highway Department. This position performs maintenance activities on the highways, bridges, shops, and equipment. Operates all types of heavy equipment for highway maintenance operations. Responsible for a snow maintenance route of 40-50 miles, works on maintenance operations such as sealcoating, patching, shouldering and other operations.ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Operates trucks and light equipment for activities that include re-graveling aggregate surfaced roads, patching and re-paving bituminous-surfaced highways, plowing snow and side-winging shoulder slopes on all roads.
  • Plows snow and sanding about 40 miles of roadway during winter conditions.
  • Places and embeds seal coat aggregate on aging paved-surfaced routes.
  • Maintains roadside ditches and culverts.
  • Cuts and chips roadside trees and brush.
  • Repairs erosion damage and removing sediment.
  • Plants grass seed and installs roadside tile structures.
  • Loads and delivers construction materials, etc.
  • Routine servicing, minor repairs and adjustments on equipment.
  • Participates in and implementing the measures developed in safety meetings.
  • Cleans and/or repairs equipment or shop buildings as directed.
  • Provides assistance to survey crew to construction project inspector as needed.
  • Participates in continuing education and training sessions on position applicable law and regulation changes, computer skills and other position related matters. Ensures required certification and licensure credentials remain valid.
  • Performs other work-related duties as required.

  • High School Diploma or equivalent.
  • Three years of progressive experience in related field with the skills, knowledge and abilities required or two years of related technical training plus one year of experience; or equivalent combined education and experience
LICENSURE
  • Valid Class A CDL driver's License.
  • R-O-W Spray License
CERTIFICATION
  • HAZ-MAT certification.
  • Safety training.
  • First Aid training.
  • Chainsaw training.
  • Drug testing.
KNOWLEDGE, SKILLS AND ABILITIES
  • Strong working knowledge of highway maintenance operations, related equipment and related quality requirements.
  • Strong working knowledge of the equipment, materials, methods and practices used in highway maintenance operations.
  • Ability to effectively and safely perform various highway maintenance activities.
  • Knowledge of grounds keeping equipment such as mowers, tractors, chainsaws, etc., use and maintenance.
  • Knowledge of county, department and park policies.

EQUIPMENT OPERATION
  • Uses tools, machines, and/or vehicles to complete the assigned work.
  • Accurately sets up and calibrates tools and machines. Routinely inspects equipment, and adheres to the proper maintenance schedule.
  • Follows safety and other regulations when handling and operating equipment. Uses equipment for its intended purpose only, protecting it from damage and misuse.

PHYSICAL JOB REQUIREMENTS AND WORKING CONDITIONSThe position has reasonable and safe working conditions in general but requires the proper use of safety equipment and proper knowledge of safety precautions to maintain the reasonable working conditions.The individual may encounter significant emotional strain or tension and will constantly be exposed to sitting, standing, moderate lifting (up to 50 pounds) occasional heavy lifting (75+ pounds) and other environmental conditions normally present in highway maintenance activities.This position is subject to working hours that could include nights, weekends, and holidays' including getting called in for emergencies at any hour of the day or night. This position is responsible for the use of the following: Tandem axle truck, Skidloader, Loader, Mower tractors, Patching equipment (i.e. kettle, roller), Pickup, Chainsaw, Barco mill (patching), Distributor, sealcoating, Semi-tractor/trailer, Backhoe, and Welder/torch/cutting equipment.
