The Department of Community and Economic Development is looking for a Housing Inspector to join our collaborative, professional team! Hiring Range: $30.01-$32.66/hour Work Schedule: Monday-Friday, 8:00 a.m. - 4:30 p.m. No residency requirement. Click here for more information. Examples of Duties
  • Inspects dwellings, dwelling units, rooming units, and non-dwelling structures at designated frequencies. Conducts block surveys of housing units and maintains a general overview and knowledge of housing within the assigned areas of the City.
  • Inspects properties for proper sanitation and maintenance with regard to the issuance or renewal of licenses for rooming houses, mobile home parks, establishments dispensing alcoholic beverages, and properties used for harboring large numbers of dogs in residential districts. Responds to complaints and environmental issues such as garbage and rubbish complaints; rodent, insect and animal problems; and all other activities as they relate to enforcement of the Green Bay Municipal Code.
  • Interprets codes, determines compliance, issues general repair orders and condemnation orders on old, dilapidated buildings and structures, issues citations for non-compliance with orders, and provides testimony at hearings and court appearances.
  • Explains the various codes, provisions and requirements to owners, tenants, contractors, other departments, and City officials. Maintains current, adequate records of all activities, time allotment and preparation of reports. Assists other inspection personnel as required.
  • Performs inspections, observing violations of variances from state and local codes and ordinances and issues orders for correction in areas pertaining to: zoning, signs, fences, excavations, junk cars, filling on property, water problems, floodplain, mobile home parks, parking lots, parking ordinances, waste materials, litter, etc.
  • Follows up on all orders to compliance, including court appearances. Makes inspections of property to licensing of trailer parks. Checks plans for setbacks and land use. Explains, consults with, and interprets various code provisions with property owners, tenants, contractors, City staff and the general public.
  • Prepares reports and keeps necessary records.
  • Performs other duties as assigned.
  • Minimum Qualifications Required
    • Associate Degree related to the construction industry preferred or any Associate Degree with a minimum of two years of experience in a code enforcement field.
    • Must have the ability to obtain certification as a UDC-Construction Inspector under Wisconsin Administrative Code Chapter Comm 5 within 180 days from start date of employment.
    • Must have valid driver's license and good driving record.
    A combination of equivalent experience and/or education may be considered. Knowledge, Skills & Abilities
    • Good knowledge of the principles, practices and research techniques of City zoning administration. Knowledge of the current principles and practices governing environmental and sanitary conditions and the methods and techniques of inspections and sampling. Knowledge of codes and regulations governing areas of responsibility. Knowledge of construction and remodeling methods and materials
    • Skill in speaking and writing effectively, including an ability to effectively communicate with individuals or groups and to explain, discuss or interpret environmental health and sanitation matters. Ability to prepare and maintain accurate records on findings and write clear, concise reports. Skill and ability to read, interpret and explain applicable blueprints. Skill and ability to read maps, including floodplain maps.
    • Ability to utilize a computer and the required software. Ability to establish and maintain effective working relationships with staff and the public. Ability to work the required hours of the position.
    • May be required to demonstrate minimum competency by successfully passing approved tests.
