JOB SUMMARY:Maintains property and program waiting lists, processes initial housing applications, and assists in all monthly reporting requirements from funding sources and internal audits. Maintains tenant files and processing new unit lease ups. Performs eligibility testing for all Section 8 programs. Performs all interim and annual income redeterminations. Completes move-in and move-out inspections for Boley owned and managed properties. Originates and maintains files for 3-day notices and ensures eviction notices are served when necessary. EDUCATION AND EXPERIENCE:Minimum of Associate's degree or two year college equivalent is required as is two (2) years' experience in public or private housing management operations.With a Bachelor's degree, must have one (1) year experience in public or private housing management operations. Education must be from an accredited school, college, or university.Must have two years nonprofit experience, demonstrated ability to work effectively with diverse populations, ability to perform basic mathematical calculations and demonstrate solid written and verbal communication skills. COS (Certified Occupancy Specialist) certification desired: must acquire within 90 days of hire.Working knowledge of computer operations, including Microsoft Word and Excel.PRIMARY JOB FUNCTIONS:
  • Conducts eligibility interviews, verifies income, conducts background checks, and performs all intake procedures, voucher issuance, HAP execution, fee agreements.
  • Fields calls from tenants, landlords and vendors.
  • Prepares monthly status eligibility reports and HAP contracts for owner/landlord.
  • Conducts annual, interim or moves by program participant re-exams.
  • Prepares notices for collection/follow-up with tenants regarding payment for late fees and rent.
  • Assists Housing Team Leader with briefing of families on rules and regulations of Section 8 housing programs.
  • Maintains program participant case load files in accordance with standards issued by HUD and other funding agencies.
  • Maintains proper maintenance of client files and computer records to insure accuracy according to HUD regulations, policies and procedures. This includes renewing of contracts for Section 8 housing participants, including interims and recertification/review of income and household composition.
  • Acts as TBIN Agency Administrator if so assigned by the Director of Housing.
  • Calculates and collect payments for unreported income by participating clients and attend informal hearings as required.
  • Gathers data for reports due to monitoring agencies and HUD.
  • Completes move in/out inspection for Boley owned and managed properties.
  • Will comply with Compliance Plan and standards of conduct and report any non-compliance to the appropriate official.
  • Will attend all required trainings and complete other duties as assigned.
SKILLS AND ABILITIES:Good skills and demonstrated abilities in communication, both oral and written, coordination/cooperation, follow-through, interpersonal relations, attention-to-detail, use of basic language and math, following procedures/instructions-verbal and written, recording information-orally and in writing, public relations-internal and external, ability to work under stressful conditions, working independently, ability to maintain confidentiality, crisis intervention techniques-verbal and physical, planning, problem solving, negotiating, adapting to change, decision making, scheduling own work, counseling techniques, organizing own work, housing condition assessment, accounting, computers and such others that are usually and customarily considered necessary for satisfactory completion of essential duties. PERFORMANCE STANDARDS:Must comply with all work related rules and standards including, but not necessarily limited to attendance. Must not present a direct threat to the safety or health of self or others.SPECIAL REQUIREMENTS:Valid Florida driver's license, vehicle insurance and own transportation required.Must pass a level II background check and drug screen.EQUIPMENT AND MATERIALS:May include, but may not necessarily be limited to, telephone, computer, fax, calculator, copy machine, other standard office equipment and materials, and automobile.SAFETY EQUIPMENT:None specific to the performance of routine duties, however, unusual or special circumstances may require use of emergency safety equipment, i.e., fire extinguisher, first aid equipment, etc.WORKING CONDITIONS:Primarily indoors work, with some exposure to outdoors from time to time when traveling from one office or location to another. Overtime may be required from time to time. Out-of-town and overnight travel may be required. PHYSICAL REQUIREMENTS:Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical activities including, but not necessarily limited to sitting, standing, walking, fingering, grasping, feeling, talking, seeing, hearing, climbing, balancing, stooping, kneeling, reaching-above and below the waist, driving, etc., at varying frequency and intensity.
