SUMMARY OF FUNCTIONSResponsible for all aspects of Human Resources, Safety, and Environmental issues at mill location in conjunction with the Management and Human Resources Assistant. The goal is to maintain employee base, ensure company is in compliance with all HR, Safety and Environmental issues, coordinate and follow up on training, oversee payroll, manage workers' compensation, oversee safety program, and coordinate environmental requirements with outside consultants.ESSENTIAL DUTIES AND RESPONSIBILITIES* Human Resources - Provide staffing, training, and legal support to mill with input of management/supervisors. Including:o Responsible for recruiting and interviewing for vacant positions - must look for effective ways to find candidates* HR assistant - 1st round* HR Manager and/or supervisor - 2nd roundo Responsible for checking references with assistance of HR assistanto Responsible for conducting Drug Tests (Random and New Hire)o Responsible for conducting Orientation on company policies, benefits and safety (follow up with supervisor about on the job training)o Responsible for maintaining new hire Orientation Package bilingually (with HR assistant) and all employee literature (handbook, job descriptions, etc.) with input of owners and general managero Responsible for meeting with new hires, as needed, on training issueso Responsible for instilling teamwork ethic throughout organizationo Responsible for maintaining employee files properly (with HR assistant)o Responsible for conducting exit interviews and ensure Corporate office receives termination information in a timely manner (with HR assistant) - this will prevent loss of company funds (recouping loans, tools, etc.)o Responsible for keeping current with labor laws and ensuring complianceo Responsible for coordinating performance evaluations with HR assistanto Responsible for processing 2nd round of payroll* 1st - Supervisors review their department's exception report daily* 2nd - Human Resources Manager reviews each department's exception report daily and follow up with supervisor with assistance of HR assistant* 3rd - Bookkeeper (Corporate) reviews weekly payroll and follows up with HR Manager with questions.* 4th - Final review by General Manager, give OK to process to Bookkeepero Assist with organizing service/safety awards annually and any other company functiono Assist with monthly newsletter* Safety - Provide safety oversight for mill location with assistance of supervisors at each location. Including:o Responsible for keeping current with OSHA regulations and assist mills with complianceo Responsible for conducting Monthly Safety meetingso Responsible for conducting Monthly Safety committeeo Responsible for conducting weekly walk thru and writing up violations (authority to discipline)o Responsible for following up with supervisors on safety recommendationso Responsible for maintaining, in good condition, all plant signage (bilingually)o Responsible for training supervisors/employees on safety procedures, including lock out/tag out* Workers' Compensation - Process new claims with assistance of HR assistant.o Responsible for thoroughly investigating new accidentso Responsible for following up with management on accident investigation. Discuss accidents with Safety Committee.o Responsible for recording accidents with insurance and OSHAo Responsible for maintaining communication with employee Dr.'s on employee conditiono Responsible for maintaining all documents pertaining to workers' compensationo Responsible for training supervisors on completing accident investigation forms, follow upo Responsible for setting up workers' compensation doctors with correct contact information* Environmental - Responsible for the Title V permit compliance and all other DEP and EPA issues related to mill location.o Responsible for ensuring location is in compliance with permitso Responsible for scheduling annual testingo Responsible for maintaining calendar of important dates and seeing to execution by that dateo Responsible for assisting DEP and EPA with information they request through use of our consultants* Attend and facilitate meetings - including a weekly Supervisor's meetings to go over HR needs, training, safety issues, workers' compensation and environmental issues.* Assist owners with representation and reputation building within communities (i.e. attend high school career development, area Vo-tech and Jr. College career days, etc.)* SKILLS AND QUALIFICATIONS* · College degree with a major in business and PHR certification preferred* · Ability to clearly & effectively communicate issues to supervisors & senior management* · Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems* · Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources* · Knowledge of laws, legal codes, government regulations, executive orders, and agency rules* · Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, stenography and transcription, designing forms, and other office procedures and terminology* · Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects.* · Knowledge of arithmetic, algebra, geometry, calculus, statistics, and their applications* · Knowledge of safety laws, rules and regulations to include workers compensation and environmental policies* · Motivating, developing, and directing people as they work, identifying the best people for the job* · Ability to lead and work well with supervisors & operators* · Work well both independently and as part of a teamSAFETY* · Follow all area/machine center specific safety regulations* · Wear all required personal protective equipment: hardhat, safety glasses, hearing protection, etc…as required* · Do not enter restricted areas* · Report immediately to supervisor any piece of equipment that is unsafe or functioning improperly* · Request assistance when a task exceeds individual knowledge* · Visually inspect equipment and area before starting/operating* · Whenever possible, eliminate unsafe conditions as soon as possible* · Use Standard Lockout Procedures when appropriate for machine centers* · Use proper lifting technique by pushing, pulling and lifting with your legs and not your back* · Never approach a saw while it is still running* · Follow all other safety regulations as set forth by the company
