MINIMUM QUALIFICATIONS Demonstrated experience in the application of Human Resources policies and practices as they apply to a medium to large organization. Demonstrated knowledge of applicable Federal, State, and local regulations governing workers' compensation and safety, including but not limited to Cal/OSHA rules and regulations and California Labor Codes as they apply to workers' compensation, safety, and Hazardous Waste rules and regulations. Demonstrated experience in processing and tracking workers' compensation claims. Ability to investigate accidents, identify root causes of accidents and present relevant findings to management. Experience managing Leaves of Absence including those under the Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), California Pregnancy Disability Leave (PDL), and Americans with Disabilities Act (ADA). Working knowledge of both the State of California and Federal laws in relation to Leaves of Absence. Demonstrated experience using computer applications including email, word processing, spreadsheets, and databases such as the programs in the Microsoft Office Suite. Demonstrated experience developing and updating spreadsheets such as manipulating data to create formulas, pivot tables, or other functions to analyze data. Demonstrated data entry work experience, with strong attention to detail. Demonstrated experience working with and maintaining sensitive, confidential information. Demonstrated ability to function effectively in a detail-oriented capacity and as part of a team. Demonstrated ability to analyze and interpret laws, ordinances, and regulations to accumulate and analyze data, and prepare reports. DUTIES AND RESPONSIBILITIES This position is responsible for managing and processing personnel transactions, overseeing compliance with HR policies and procedures, and ensuring accurate payroll coordination. The role includes advising employees and management on HR matters, administering leaves of absence, and supporting employee separations. Additionally, the position oversees workers' compensation and safety programs, ensuring compliance with federal and state regulations, coordinating training, and managing workplace incident reporting. Other key responsibilities include maintaining HR databases, compiling reports, overseeing volunteer and compliance programs, and assisting with risk management initiatives. The role requires professionalism, confidentiality, and collaboration with multiple departments to support efficient HR operations. The position reports directly to and receives general supervision from the Human Resources Analyst. The position receives periodic work direction from the Human Resources Operations Supervisor. The position may provide periodic direction to Human Resources Technicians and Student Assistants. The specific duties and responsibilities are as follows: Administers leaves of absence to include notifying employees of their eligibility for a leave of absence under federal and state regulations (e.g., FMLA, CFRA, disability, Pregnancy Disability) within the required timeframes. Manages leave tracking, collects Health Care Provider certifications, and ensures clear communication with employees, supervisors, and the Payroll department as needed. Ensures accurate completion and timely submission of work-related incident forms, including but not limited to accident reports, DWC-1 forms, and 5020 forms. Assists managers, supervisors, project managers, and directors in properly documenting incidents. Provides guidance to employees and managers on workers' compensation matters and supports issue resolution. Investigates accidents; identifies patterns and trends; and collaborates with the insurance broker to monitor and track any open workers compensation claims. Coordinates all claim review meetings with management and insurance carrier. Administers and maintains the Return To Work program. Assists with the distribution and communication of Workers' Compensation Reporting Procedures for University Enterprises to managers, supervisors, directors, and project managers on and off campus. Ensures appropriate information is updated and maintained on the Human Resources website. Coordinates informational training presentations (In-Service Training) regarding safety and workers' compensation procedures to management and staff. Coordinates with HR Trainer regarding assignment and availability of online safety training. Maintains and updates workers' compensation related databases and ensures workers' compensation related invoices are processed. Coordinates and accompanies the liability carrier's loss control representative on all safety inspections. Follows-up with managers, supervisors, and directors on correcting all deficiencies as cited in inspections by the loss control representative. Coordinates ergonomic evaluations with employees and broker, as needed. Maintains the UEI Injury and Illness Prevention Program and Workplace Violence Prevention Plan in accordance with Cal/OSHA Safety Orders. Collects, analyzes, and submits safety reports necessary for internal purposes as well as those required by Cal/OSHA provisions. Coordinates the activities of and participates in the Safety Committee as the Committee Chair. Coordinates evacuation training, evacuation coordinator meetings, and organizing annual evacuation drills. Coordinates with the First Aid Kit service representative regarding re-stocking of all UEI First Aid Kits. Ensures proper forms are completed for volunteers and maintains and updates Volunteer database. Monitors Volunteer activities. Maintains knowledge of required federal and state regulations regarding Workers' Compensation and Safety. Assists the Human Resources Operations Supervisor with securing insurance for foreign travelers on UEI projects, coordinating UEI's participation in the DMV Employer Pull Notice (EPN) program, and ensuring employees meet compliance criteria prior to driving on UEI business. Monitors the processing of part-time and temporary personnel transactions such as transfers, reclassifications, rehires, rate changes, new hires, and terminations. . Ensures transactions are processed for each pay period and are forwarded to payroll in a timely manner to meet payroll processing deadlines. Ensures data integrity by auditing input and transaction information daily. Oversees the process to ensure employees no longer working are separated from the system and the appropriate notifications are sent. Assists and advises employees, supervisors, managers, and project directors regarding Human Resource transaction policies and procedures. Corresponds with department supervisors, managers, and project directors to request action, corrections, clarification, or authorizations for personnel/payroll transactions, as needed. Collaborates with Payroll, Sponsored Programs Administration (SPA), and California Intern Network (CAIN) staff to eliminate and resolve transaction problems that may occur. Processes regular, benefited, employee personnel transactions. Creates personnel files for new and re-hired benefited employees, ensures completion of all paperwork, and ensures all information is input into appropriate databases. Processes part-time and temporary personnel transactions as needed such as reclassifications, rate changes, and terminations. Assists Human Resources Analyst with the separation process for benefited employees including initiating paperwork and notifying all departments involved. Views, listens to, discusses, and acts upon confidential information pertaining to personnel and financial issues. Interacts with others in a professional manner and maintains confidentiality of information. Assists the Human Resources Manager with the approval and tracking of temporary appointments, including coordinating background checks and ensuring all paperwork is received. Oversees the online collection and tracking of student status documentation at the beginning of each semester for ongoing employees. Analyzes the data for errors, non-compliance, and unit requirements. Ensures information is accurately updated in the HRIS. Follows up with students and managers to resolve problems. Runs and develops reports from various Human Resources databases. Assists with further development of the HRIS. Compiles statistical information and reports such as minimum wage increases, tracking hours worked by employees, verifications of employment, unemployment claims, and the newly hired employee list for the Employment Development Department. Assists other Human Resources Staff during busy periods or in his/her absence by providing service at the front counter or completing general tasks related to employment and the Human Resource division functions. Interacts with employees and customers in a professional manner and maintains confidentiality of information. Performs other job-related duties as assigned.
