Cedarwood Rehabilitation & Healthcare Center is immediately seeking a Director of Human Resources
Location: On site (Tyrone, PA)
M - F 8:00A - 4:30P (with occasional W/E Manager on Duty assignment)
POSITION TITLE: Human Resources Director
QUALIFICATION STANDARDS:
1. Knowledge, Skills and Abilities: Supervise, coordinate, and perform office functions under the direction of the Administrator in accordance with State, Federal and Company policies, procedures and sound accounting practices; demonstrate knowledge and skills in filing systems, telephone techniques, typing reports and other correspondence; effective verbal and written English communication skills; above average typing and basic understanding of computer technology; must be able to relate positively and favorably to residents, families and to work cooperatively with others; maintain regular attendance; must meet all local health regulations and submit to and meet drug screening, criminal background investigation and reference inquiry criteria; must be able to lift and carry items up to 30 pounds.
2. Education: Graduate from an accredited high school or GED preferred. 2 years of a college or a degree. Ability to work independently and effectively communicate with others.
3. Experience: Previous long term care experience preferred.
4. Certificate/Licenses: Valid Pennsylvania drivers license.

JOB DESCRIPTION
Maintains written job description and evaluations for each staff member in accordance with the Americans with Disabilities Act, OSHA and other pertinent laws governing job positions.
Review all request from department heads for new and replacement personnel, fill requests as approved, and arrange interview, appointments, etc.Check applications and references of prospective employees and conduct interviews, set up onboarding appointments, etc.
Check applications and references of prospective employees and arrange for interview with department managers as required or requested.
Compiles statistical data for the Administrator and corporate office.
Maintain job application files for individuals interested in employment within the facility.
Also, files applications for positions, by positions or alphabetically to include job applications, resume, reference checks, etc. of that person meeting the eligibility requirement for the position to which they applied.
Maintains data base log of all applicant names, job applied for, and action taken.
Maintain Confidentiality of all pertinent personnel information in accordance with the Privacy Act, as well as our established personnel policies governing the release of information.
Ensure that appropriate documentation concerning the employees right to work in this country is verified in accordance with current law, regulations and guidelines concerning such matters, and that appropriate documentation of such review is filed in the employees personnel record within the specified time frame.
Consult with department supervisors concerning the staffing of their departments, eliminating/correcting problem areas, and improvement of services.
Develop, implement, and maintain and adequate personnel filing system that meets the needs of the facility and complies with current employment practices.
Keep department directors informed of changes in personnel matters.
Maintain Affirmative action Plans/Programs as necessary or required.
Make written or oral reports/recommendations to the Administrator and/or the Regional Director of Human Resources concerning personnel needs, problem areas, etc., as deemed necessary or appropriate.
Perform administrative requirements such as completing necessary forms, reports, etc., and submitting to the Administrator and/or Regional Director of Human Resources as required.
Other related duties that may become necessary/appropriate to assure that our facility is in compliance with current laws, regulations, and guidelines concerning the operation of our facility.
Conduct background checks in accordance with established procedures.
Delegate a responsible manager to act in your behalf when you are absent from the facility.
Knowledge of and complies with Corporate Compliance plan.
Be Knowledgeable of at a minimum, the last 3years of plan of Corrections (2567) and actively participate in the facilities on going plan to correct and prevent such occurrences.
Conducts department meetings to ensure goals are being met and request input on department operations.
Participate in Quality Assurance programs, and any facility committee or programs, which seeks to improve the performance and accuracy of resident care.
Participate in facility focus group meetings as desired or requested.
Evaluate and implement recommendations from established committees (i.e., infection control, QA, etc.)
Serve on the facility R&R Committee (Culture Committee).
Participate in own employee performance evaluation, determining growth needs and goals.
Perform all assigned tasks in accordance with our established policies and procedures and as instructed by your supervisors.
Create and maintain an atmosphere of warmth, personnel interest and positive emphasis, as well as a calm environment throughout the unit and shift.
Meet with administrator as needed, to assist in identifying and correcting problem areas, and/or the improvements of services.
Follows established personnel policies according to employee handbook as well as established policies and procedures.
Report absenteeism/call-ins to the Administrator.
Develop and maintain a good working rapport with inter-department personnel, as well as other departments within the facility to ensure that services and activities can be adequately maintained to meet the needs of the residents.
Attends facility and corporate departmental meetings as required.
Complies with dress code.
Wears name tag while in the facility.
Maintains current immunization record.
Maintains all required certification/licensure.
Assist in the recruitment, selection, and training of competent personnel.
Hire personnel in accordance with established hiring practices.
Ensures that the Facility has qualified personnel available to provide the best service for resident comfort and convenience.
Arrange for pre-employment test physicals, X-rays, HBV vaccinations, etc., as outlined in our personnel policy manual.
Assist in the development and maintenance of written job descriptions and performance evaluations for each staff position in accordance with the Americans with Disabilities Act.
Ensure that nurse aide data is verified or submitted to the Nurse Aide Registry on a timely basis.
Assist in scheduling department work hours (including vacations and holiday schedules) personnel, work assignments., as required or requested.
Assist Department directors in establishing vacation schedules as necessary or required.
Monitor Workmans Compensation claims and coordinate work between employees and the insurance carrier.
Counsel/discipline personnel as requested or necessary.
Maintain attendance record and record of counseling, warning, and other disciplinary action taken against employees.
Ensure that grievance procedures are implemented, maintained, and followed in accordance with our established policies. Review Complaints and make oral/written reports to the Administrator and/or Regional Director of Human Resources.
Terminate employment of person, when necessary, documenting and coordinating such actions with the Department Director, Administrator and corporate.
Conduct exit interviews, and record date in the personnel records.
Monitor unemployment claims and assist the facility with appeals.
Maintain a good employee relations program that serves the best interest of the facility and community alike.
Participate in employee performance evaluation, determining growth needs and goals.
Report absence call-ins to supervisor, as needed.
Develop and maintain a good working rapport with inter-departmental personnel, as well as other departments within the facility to ensure that nursing services and activities can adequately maintained to meet the needs of the residents.
Attends departmental meetings.
Conducts in-service education and orientation programs department staff to ensure a well-educated department.
To coordinate in-service and educational programs for the staff within department.
To pursue educational development through workshops, readings, and memberships in pertinent associations.
Maintain a reference library of written material, laws, etc., necessary for complying with current standards and regulations and that will provide assistance in maintaining a quality department.
Encourage personnel to further their own educational growth and development.
Ensures that personnel participate in all mandatory meeting/training and all appropriate in-service training programs.
Utilizes cost effective measures during job performance.
Follow set budgetary guidelines.
Use only the equipment and supplies necessary to do the job. Do not be wasteful.
Assist in preparing budget, educates department staff, and follows set budgetary guidelines as approved by the Administrator.
Interact/communicate with residents, staff and visitor in a courteous manner.
Acts as a positive representative of facility.
Contributes to team effort, may float to other positions as assigned.
Communicates with employees in all department.
Keeps all resident and employee information confidential.
Follow all facility policies and procedures.
