POSITION TITLE: HR GeneralistThe Huntsville-Madison County Public Library is a non-profit library system comprised of ten locations providing library and information services to the city of Huntsville and the surrounding Madison County area. HMCPL is seeking a Human Resources Generalist to support HMCPL's HR department. The selected candidate will be responsible for overseeing key functions in HR to support the Library's efforts to allow the public to safely and creatively to explore the universe of ideas and connect with our community and the world.The ideal candidate will be organized, knowledgeable about HR, and demonstrate reliability, knowledge, and enthusiasm towards the Library's mission and goals.LIBRARY LOCATION:HOURS AND COMPENSATION:This is a full-time, 30 hour a week position with a rate of pay of $22.00 an hour. Benefits offered include health insurance, dental insurance, vision insurance, life insurance, long-term and short-term disability, and MPP and 457(b) retirement plan options. General schedule is Monday through Friday.GENERAL STATEMENT OF DUTIES:This is administrative work as a support staff member of the Human Resources Department assisting with the day-to-day operation of the library system.Assists or is directly responsible for all areas of human resources including but not limited to employee relations, recruiting, orientation, benefits, compensation, strategic planning, and legal compliance. This position requires that the employee have knowledge of HR principles, methods, and practices. This position is classified as non-exempt for the purposes of the Fair Labor Standards Act.SUPERVISION RECEIVED : Works under the direction of the HR Director.SUPERVISION EXERCISED : NoneESSENTIAL JOB FUNCTIONS :Teamwork & Leadership:Supports library employees and leadership in fulfilling the Library's Mission Statement: This is the public's library. We empower individuals to create their own futures, explore the universe of ideas, and connect with our community and the world. Advises staff on Library policy definition and application as needed.Specialized Expertise:Assists or is directly responsible for various aspects of the Library's human resources department including but not limited to record keeping, policy development and application, processing of employee complaints, benefits administration, and staff development.Responsible for overseeing biweekly payroll process, as well as quarterly and annual reporting for internal, local, state, and federal entities. Ensures compliance with all applicable regulations.Responsible for maintaining employee records including LOA and FMLA eligibility, Workman's Compensation claims, Unemployment claims, and administering employee benefits including conducting annual open enrollment sessions for all staff and overseeing COBRA benefits for eligible employees.Assists with the implementation of the Library's recruitment and retention plan including job descriptions, job analysis, salary structure, succession planning, employee benefits, on-boarding, employee training, and performance evaluations.Advises staff on Library policy definition and application as needed.Assists in ensuring Library policies and practices are compliant with local, state, and federal laws and guidelines including remaining up-to-date on changing regulations and legislation.Participates in employee relations by acting as a liaison between staff and management in HR related matters.OTHER JOB FUNCTIONS:Participates in special projects and performs additional duties as required.PHYSICAL DEMANDS:Requires sitting at a computer for extended periods of time. Requires standing, walking, reaching, climbing, stooping, and lifting/carrying items generally not exceeding 40 pounds. Must possess the vision required to read printed materials and a computer screen. Must possess the ability to hear and speak both in person and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer. Reasonable accommodations may be made to enable individuals to perform the essential functions.WORK ENVIRONMENT:Generally involves everyday risks or discomforts which require normal safety precautions typical of office environments. May interact with upset staff and/or members of the public.MINIMUM QUALIFICATIONS :KNOWLEDGE, SKILLS AND ABILITIES:Comprehensive knowledge of HR principles, methods, materials, and practices; generalist knowledge of HR functions including recruiting, benefits administration, employment law, employee relations, OSHA, Workers' Compensation, and state and federal leave laws and regulations; ability to analyze library needs and library services; ability to maintain a high level of confidentiality; ability to analyze and solve major problems; ability to develop data and recommendations influencing library operations and policy; complete competence in oral and written communications; ability to establish and maintain effective working relationships with superiors, subordinates, associates, corporate representatives, officials of other agencies, and the general public; proficiency with current computer and internet technology as well as knowledge of evolving developments within the HR field.EXPERIENCE AND TRAINING :A Bachelor's Degree in Human Resource Management or a related field from an accredited college or university plus two (2) years of HR experience or any combination of education, training, and experience which provides a demonstrated potential for performing the above listed duties of the position is required.This job description is not nor is it intended to be a complete state of all duties, functions, and responsibilities that comprise this position.
