Essential Job Duties
  • Performs a variety of confidential, detailed and complex functions of a technical andgeneralized nature for the Human Resources (HR) Department while ensuring regulatory compliance.
  • Serves as internal consultant to leadership and employees on personnel issues. Maintains positive and neutral relations. Promotes teamwork and helpful internal and external communications. Fosters an environment consistent with organizational values and desired culture.
  • Maintains regular contact with employees, hiring officials and Finance. Responds to more complex employee inquiries and requests for information in a timely manner.
  • Ensures effective employment process procedures and smooth flowing recruitment and selection processes. Develops and implements recruitment plans. Collaborates with hiring officials to develop interview questions. Prepares and makes employment offers. Coordinates onboarding schedules. Follows up on employment contingencies and new hire evaluations.
  • Develops, updates and maintains job descriptions.
  • Conducts exit interviews. Performs COBRA administration.
  • Administers benefit programs. Assists in plan renewals and provider changes. Compiles census data.
  • Plans City-wide wellness programs. Prepares and submits the annual Well City application. Ensures employee participation in the wellness reward program to reduce the cost of benefit premiums.
  • Performs workers compensation claims management and recordkeeping. Coordinates with the Retro Program to ensure efficient claim progression. Documents related leaves of absence and concurrencies if applicable. Coordinates return to work activity and applies for Stay-At-Work reimbursements.
  • Tracks service milestones and provides anniversary notices. Prepares milestone reports.
  • Serves as the City-wide safety program Secretary. Maintains records of safety meeting minutes.
  • Researches options for, and coordinates, training and development programs.
  • Administers DOT new hire and random testing programs. Maintains the random eligible pool list.
  • Participates in, and conducts, wage and benefit surveys.
  • Processes position authorization and personnel action forms in a timely and accurate manner.
  • Creates, organizes, updates and maintains operational files, reports, electronic records and other documents with accuracy. Ensures compliance with record retention requirements. Accurately enters information into databases and compiles data to prepare reports. Researches, collects, verifies, assembles, audits, updates, and retrieves data.
  • Tracks, reports, posts and distributes regulatory information keeping employees adequately informed.
  • Collects data for use in labor negotiations and composes bargaining session notes.
  • Performs HR research and assists with special projects such as the bi-annual EEO-4 report.
  • Updates and maintains HR related City website and intranet information.
  • Responds to unemployment insurance claims.
  • Maintains current desk procedures and tasks to explain position responsibilities.
Other job functions:
  • Assists with compiling compensation analysis data.
  • Assists in updating and maintaining the employee handbook.
  • Performs other duties as assigned.
Qualification Requirements
  • Bachelor degree in business or a related field.
  • Four (4) years of progressively responsible experience in HR. Government experience preferred.
  • Must possess a valid WA drivers' license at time of hire and throughout employment.
  • SHRM-CP and/or PHR certification preferred. Must become a certified professional in HR within two (2) years of employment and maintain throughout employment.
Requires knowledge of:
  • The field of assignment sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by example in this job description.
  • HR and employment law principles, best practices and procedures.
  • Superior customer service and time management principles, procedures, functions and best practices.
  • Recordkeeping, retention and reporting requirements.
  • Basic mathematics; English composition and grammar.
  • Computer operation and software including Microsoft Office suite of products. HRIS preferred.
  • Safety and security hazards, precautions, standards, policies and procedures.

Working Conditions
  • Works in an office or meeting room setting. Sits or stands for long periods.
  • May attend meetings or performs duties outside of normal office hours. Travels by car.
Requires the ability to:
  • Use appropriate safety equipment and follow safety policies, practices and procedures.
  • Lift, carry and/or move up to 25 pounds and occasionally up to 40 pounds.

  • Vacation leave will be earned at a rate of 10-hours per month and will be available for use upon successful completion of the initial review period.
  • Sick leave will be earned at a rate of 8-hours per month.
  • Annual Paid Holidays (1st year prorate): Eleven 8-hour designated holidays (11th holiday for AFSCME positions under MOU through 2025) + one 8-hour floating holiday.
  • Medical/Dental/Vision plans. We have two health plans to choose from: 1) High Deductible Health Plan (the City pays 100% of the employee premium); or 2) $250 deductible plan (the City pays 90% of the employee premium). The High Deductible Plan includes a City contribution to a Health Savings Account (HSA) in the amount of $125/month for the employee or $250/month for the employee with dependents. The City pays 75% of dependent premiums under either plan.
  • Membership in the WA State Public Employee Retirement System (PERS).
  • Optional participation in a Section 457 Deferred Comp Plan with a City match up to 2% of base pay.
  • $25,000 basic life/$25,000 AD&D insurance policy with premiums paid by the City on the employee's behalf.
