Duties SummaryPlans, and directs the work of the Workers' Compensation Division for the Department of Human Resources; represents County or department in substantive deliberations on human resources matters of county wide concern and/or supervises the work of professional staff; and performs otherrelated duties as required.There is one (1) immediate temporary full-time vacancy not-to-exceed 11/15/2027 with the Department of Human Resources - Worker's Compensation Division in Hilo.The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.Examples of Duties* Oversees and directs the work of the Workers' Compensation Division for the Department of Human Resources; represents the County and department in deliberations on human resources matters of countywide concern.* Plans and develops program objectives, general work plans, and timetables.* Recommends, formulates, and implements policies, directives, and procedures; provides administrative interpretations; reviews, recommends, and implements changes in operating practices and procedures.* Plans, supervises, and reviews the work of subordinates; provides advice and assistance on problem areas; determines priorities and assigns/reassigns work to ensure compliance with deadlines.* Performs the most difficult and sensitive assignments.* Collaborates with department and agency officials on matters relative to functional areas to plan and implement programs and activities that will achieve the goals and objectives of the department/agency.* Plans and coordinates special projects and studies; conducts research by developing background, reviewing pertinent sources and files, gathering data, analyzing information, developing alternatives, and making recommendations.* Assists in resolving problem cases and serves as team leader in projects of major scope; confers with operating officials and subject matter specialists and determines course of action, approach, and methodology in problem solving.* Participates in the orientation, training, and development of trainees and new employees in the functional area assigned; explains policies, practices, procedures, and actions to employees and officials in operating agencies and provides advice and staff assistance to operating officials and line to develop and improve the human resources practices and programs.* Testifies at Council, commission, board, and public meetings and quasi-judicial hearings on matters relating to the County's human resources program.* Consults with legal staff to ensure adherence to laws, rules, regulations, and contracts.* Prepares and justifies requested amounts on appropriate provisions of the department's annual budget; prepares and provides testimony in support of the annual budget at administrative and Council hearings.* Analyzes and prepares recommendations on proposed legislation, rules, regulations, and other matters.* Disposes of routine matters requiring the Director's signature in his absence.* Performs other related duties as assigned.Minimum Qualification RequirementsTraining and Experience:A combination of education and experience substantially equivalent to:* graduation from an accredited college or university with a baccalaureate degree (scan and attach a copy of your official college transcript to your application), and* four (4) years of responsible professional experience in the workers' compensation functional area, of which* two (2) years shall have been as a senior level specialist regularly performing complex assignments, providing advice and recommendations to management, and developing program goals, policies, and procedures, and* possession of a valid State of Hawai'i Driver's License (Class 3) or any other valid comparable drivers license at time of filing. (You will be required to submit your valid driver's license at time of hire.)Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points.
