Human Resources Manager
Non-Bargaining Unit, Grade: 14, FLSA: Exempt
BASIC FUNCTION
The Human Resources Manager contributes to enabling a work environment that supports employee engagement, leadership success, goal-orientation, diversity and belonging. The individual in this role guides leaders, staff and faculty with respect to employee and labor relations, and the implementation of policies, procedures and programs related to recruitment and retention, compensation, performance management, talent development, and human resources transactional activities. As a partner to University divisional leadership, the HR Manager fosters a Better Together approach to addressing workforce needs.
ESSENTIAL DUTIES & RESPONSIBILITIES Employee Relations
* Develops trust and an understanding of strategic goals to support employees' and managers' success with respect to effective communications and the ability to proactively address areas of concerns
* Administer employee recognition and related initiatives to improve workplace culture, employee satisfaction, and continual engagement
* Ensure compliance with relevant aspects of faculty and staff contractual agreements and university policies
* Work collaboratively with union leadership/representatives to identify and resolve contractual and grievance issues, and support management as requested in the grievance process
* Conduct investigations and provide timely, objective recommendations, and mediate solutions
* Assist employees with human resources needs and connect with resources on a variety of concerns related to pay, benefits, professional development, etc.
Recruitment and Retention
* Work with hiring managers to craft detailed, accurate position descriptions, ensure requested positions support organizational needs
* Develop and advertise position descriptions
* Partner with search committees and hiring managers to ensure adherence to university procedures
* Execute recruitment and talent management strategies to attract, develop, engage and retain a diverse, skilled, and effective workforce
* Identify opportunities to promote diversity in hiring practices
* Develop and administer processes to ensure the complete onboarding, orientation, and new hire performance management (including probationary periods) of all new employees
* Manage the exit process and perform analysis on turnover, determining the causes of separations in an effort to improve employee retention
* Lead, develop, and implement retention strategies to retain employees while contributing to building a strong employment brand
Compensation
* Ensure all positions are appropriately classified - conduct new position classifications, review reclassification requests, and make recommendations for classification/compensation consistent with university policies and procedures
* Develop salary recommendations based on VSCS compensation policies and practices
* Monitor employee compensation to ensure pay equity
Talent Development
* Engage with managers to identify skill or talent gaps and identify means of addressing them
* Work with managers and leadership to develop succession plans and identify programming necessary to grow internal talent
Performance Management
* Facilitate and maintain the annual performance evaluation process - provide coaching and guidance to managers, review completed evaluations, and work with managers on creating and implementing performance improvement plans as needed
* Serve as a resource for managers in addressing employee performance concerns
General
* Serve on campus and system wide committees as directed
* Ensure compliance with applicable state and federal statutes, regulations, and policies related to human resources
* Perform other related duties as assigned
SUPERVISION RECEIVED
General supervision and direction are received from the Assistant Vice President for People and Culture.
MINIMUM QUALIFICATIONS
Bachelor's degree in Human Resources, Business Administration, or a related field plus a minimum of five (5) years of human resources experience. Degree requirements may be substituted with an equivalent combination of education, training and experience.
* Demonstrated proficiency with office software such as Microsoft Work, Excel, and Outlook
* Significant experience with employee relations and investigating complex employee relation issues
* Demonstrated commitment to valuing diversity and contributing to an inclusive working and learning environment
PREFERRED QUALIFICATIONS
* Experience working in human resources in an academic environment
* Experience working in human resources in a unionized environment
* SHRM or other applicable HR designation

Location: This position will be hybrid remote with affiliation with a campus.
