Citibus is seeking a dedicated and experienced Human Resources Manager to join our team. The ideal candidate will be responsible for overseeing all aspects of human resources practices and processes. This position, under the supervision of the General Manager, is directly responsible for the overall administration, coordination and evaluation of all Human Resources services, policies and programs for Citibus. Also serves as organizational Equal Employment Opportunity (EEO) Officer responsible for compliance with federal and state EEO laws and regulations and also serves as the Drug and Alcohol Program Manager and Designated Employee Representative (DER) responsible for administration of organizational Drug Free Workplace and Drug and Alcohol Programs.
Essential Duties and Responsibilities:
Performs all assigned job duties to the best of his/her abilities while adhering to Citibus policies, procedures, practices and workplace expectations.Plans, manages and coordinates the activities and functions of the Human Resources department to ensure conformance with agency policies, procedures and practices while ensuring compliance with applicable federal (including DOT/FTA), state and local employment related laws and regulations.Oversees the development and implementation of human resources policies and procedures designed to effectively support organizational strategy and ensure regulatory compliance.Provides HR/employee relations guidance to senior management, supervisors and employees on areas to include staffing, compensation, onboarding, training, performance management, employee grievances, disciplinary actions and employment terminations.Oversees employment recruitment, applicant selection, pre-employment and post-offer screening.Reviews employment actions to include hiring, promotion, demotion and termination decisions.Serves as organizational EEO Officer with direct reporting directly to the General Manager with responsibility for EEO program implementation and administration (see FTA Circular 4704.1). Responsibilities to include: EEO policy development and communication; maintaining workplace EEO postings; assisting management in the collection and analysis of employment data, identifying problem areas, setting goals/timetables, and development of programs to achieve EEO goals; review and/update of applicable policies and procedures; providing semi-annual program status updates to the GM and senior leadership; EEO training for managers and employees; serving as organizational EEO liaison; Ensuring timely referral of EEO complaints of discrimination to the AGM/CFO for investigation and resolution.Administers organizational Drug-Free Workplace Act and Drug and Alcohol Program and serves as Designated Employee Representative (DER) in accordance with DOT/FTA requirements. Responsibilities include:Drug-Free Workplace Act (DFWA) written policy development and distribution; administration of the Citibus drug-free awareness program and the reporting to FTA, employee drug statute violations (criminal convictions) that occurred in the workplace. (see 41 U.S.C. 702 and 49 CFR 32):Citibus drug and alcohol misuse policy development and distribution; employee, supervisor/officer training, proper collection and maintenance of drug and alcohol testing records; ensuring qualifications and compliance of personnel and facilities conducting drug and alcohol testing for Citibus (see 49 CFR 40 and 49 CFR 655).Directs employee benefits and insurance programs (e.g. medical, dental, vision, voluntary short-term disability, 401(k), etc.) for the purpose of ensuring open enrollment, billing and claims, COBRA conversions are processed in a timely and accurate manner.Directs workers compensation program for the purpose of ensuring all work-related injuries are properly reported, employees receive necessary safety information, medical treatment, and are returned to full work duties as quickly as possible.Oversees all Personnel Status Change Requests (P-2s) for accuracy and compliance with organizational policy.Support all compliance and ethics programs of the company.Other duties as assigned.

Education and/or Experience Requirements:
- Bachelor's Degree in Human Resources or business-related field
- Five (5) years of progressive experience in Human Resources;
- Three (3) years of extensive administrative or supervisory experience;
- Or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Preferred Education and Experience
- Previous experience with Federal/DOT/FTA Drug Free Workplace/Drug and Alcohol Program Administration
- SPHR/PHR or SHRM-SCP/SHRM-CP certification.
