General Statement of Job
Performs professional HR Management work in the administration of the pension (police, fire, general), coordination of city wide training and development programs, overseeing the administration of benefits, recruitment, payroll, and all other personnel functions. Serves as acting director in the absence of the Director.
Specific Duties and Responsibilities
Essential Functions:
Assists in planning and implementing the activities of the Human Resources and Risk Management Department, ensuring City compliance with all applicable policies, procedures, laws and regulations.
Supervises the daily activities of subordinate staff. Supervisory duties include instructing; assigning and reviewing the work of others; maintaining standards; coordinating activities; acting on employee problems; and recommending employee discipline.
Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed. Ensures compliance with all applicable policies, procedures, laws and regulations.
Coordinates and conducts staff training and development programs. Administers employee pension plans. Counsels employees experiencing job-related problems.
Assists in the development of the department budget; monitors expenditures. Interprets City policies and procedures related to personnel functions. Administers the annual wellness budget.
Supervises city wellness initiatives in conjunction with benefits coordinator, provider client engagement manager and wellness center staff.
Assists in planning and implementing activities of the Human Resources and Risk Management Department.
Assists City department heads and supervisors in planning and problem solving related to personnel assignments, organizational structure, resolution of loss of productivity, morale concerns, etc.
Receives, reviews, prepares and/or processes a variety of documents, including budget documents, bank statements, payroll reports, check requests, expense reports, travel and training requests, memos, correspondence, etc.
Monitors monthly utilization of City Wellness Center, address concerns/questions with clinic management.
Human Resources Information System point person for all upgrades and testing.
Minimum Education and Training
Requires a Bachelor's degree in human resources or related field supplemented by five (5) to seven (7) years of experience in human resource management, preferably in a municipal environment, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must submit to, and pass, a fingerprint-based national criminal history record check and must be able to obtain, and recertify as required, the appropriate Criminal Justice Security Awareness training. Must possess and maintain a valid state of Florida driver's license. Must possess or obtain the most current FEMA 100, 200, 300, 400, 700, and 800 Incident Commend System certification with 12 months of appointment to the job.

Skill Requirements:
Has thorough knowledge of the methods, procedures and policies of the Human Resources and Risk Management Department as they pertain to the performance of duties of the Assistant Director. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Has knowledge in the areas of human resource management, risk management, budget development, pension administration, etc. Is able to plan and conduct effective training and development programs for City personnel.
Is able to make sound, educated decisions. Has the ability to plan and develop daily, short and long- term goals related to City purposes. Has the ability to plan and coordinate the most effective use of personnel, facilities and resources to achieve department goals. Knows how to apply supervisory and managerial concepts and principles; has knowledge of administrative principles involved in developing, directing and supervising various programs and related activities. Has the ability to offer instruction and advice to subordinates regarding departmental policies, methods and regulations.
Is able to perform employee evaluations and to make recommendations based on results. Has the ability to offer assistance to co-workers and employees of other departments as required. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Is able to read and interpret complex materials pertaining to the responsibilities of the job. Is able to assemble and analyze information and make written reports and records in a concise, clear and effective manner. Has thorough knowledge of the terminology used within the department.
Knows how to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation. Has the ability to negotiate among different constituency groups with diverse interests to achieve a shared understanding and commonality of purpose. Physical Requirements:
Must be physically able to operate a variety of machines and equipment including computers, basic office equipment, telephone, etc. Must be able to exert up to five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time. Must be able to lift and/or carry weights of up to fifteen pounds.
