Examples of Duties EXAMPLES OF DUTIES Under direction, develops, administers, and supervises a major or diverse program providing human services and coordinates the program with other agencies and programs. Monitors grants and contracts and provides technical assistance to community organizations applying for and receiving funding. EXAMPLES OF ESSENTIAL DUTIES Develops program policies and procedures and supervises their implementation. Conducts short-and long-range planning, monitors all components of the program or center and coordinates them into a cohesive functioning entity. Evaluates overall program effectiveness and recommends modifications as necessary. Coordinates the program with other County, State, and community resources and programs. Prepares grant proposals and other reports pertaining to the program. Prepares and monitors the budget for the program. Prepares or reviews legislation pertaining to the program. Develops and maintains management information systems. Represents the program or department in meetings and conferences. Develops public and in-service educational or preventative programs. Selects and evaluates subordinate employees and/or service providers within the program. Provides clinical or program supervision to subordinate supervisors, case managers, and/or service providers. Provides administrative supervision to professional clinicians and clerical staff. Oversees the daily operation of the program. Provides program and case consultation to other community agencies or organizations. Handles difficult or unusual cases including formal case reviews. Resolves client complaints. Preferred applicants will have the following skills/abilities and experience: Knowledge about resources for substance use disorder treatment and harm reduction services in Baltimore County and surrounding jurisdictions Knowledge about substance use and harm reduction best practices and evidence-based approaches Data collection and management skills Skill in working with multiple stakeholders Ability to track deadlines and manage multiple responsibilities Examples of Other Duties Oversees the management and maintenance of program buildings and facilities. Evaluates clients for the purpose of establishing a treatment plan. Provides individual, group, or family counseling. Performs other related duties as required. Qualifications Required Qualifications Graduation from an accredited college or university with a bachelor's degree in a social or behavioral science plus at least four years' experience providing human services, such as intake/referral, counseling or educating, which includes one year in a supervisory capacity . (Related education beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required non-supervisory experience. Additional experience in providing human services may be substituted on a year-for-year basis up to a maximum of two years for the required education. Experience in the supervision and management of a human services program may be substituted on a year-for-year basis up to a maximum of four years for the required education.)
