The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Incident Management Specialist. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.

The Incident Management Specialist is primarily responsible to conduct investigations within established timelines involving Division member while demonstrating the ability to remain objective, maintain confidentiality, have expertise regarding the particular situation and have no conflict involving the situation. The Specialist reviews the Qualified Vendor/Service Providers Incident reports, as well as reviews other records maintained in the provision of services. The Specialist interviews involved parties and if other agencies are involved, coordinates investigation efforts with these entities as assigned by the supervisor. The position plays a key role in the purpose of incident management to assist in promoting the health, safety and welfare of individuals with developmental disabilities by investigating reports, tracking and trending of incidents, and develop recommendations of both individual specific and systemic corrective actions and prevention strategies and the monitoring thereof. In addition, this position provides technical assistance to Qualified Vendors/Service Providers and Support coordinators in relation to Serious Incidents. The incumbent interfaces with protective services and law enforcement, etc. The Specialist produces quality reports that are clear, concise and logical and completed within established guidelines and time frames. The position ensures that programmatic/contractual monitoring procedures, rules, regulations and standards are fairly applied and are within compliance. The incumbent presents investigation findings in a clear, concise manner. The Specialist investigates and/or makes recommendations regarding corrective action, follow-up, remedial action on complaints and incidents. The Specialist drives to and from licensed settings to complete health and safety reviews and performs other job related duties.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential duties and responsibilities include but are not limited to:

* Coordination of investigations, conducting investigations, and completing investigation reports. Compile reports and send via interoffice mail to each support coordinator.

* Entry of incident report into the Incident Management Systems (IMS), notification of key personnel (including Support Coordination, Quality Assurance and Region Administration) of these incidents, and the tracking of this communication and follow up. Research each incident report through the Client Application database and the District Employee Directory in order to ensure member, vendor and internal distribution information is correct.

* Conducts training and technical assistance for qualified vendors/service providers and division staff.

* Drives to and from licensed settings to complete health and safety reviews.

* Answers the incident reporting phone line and documents the calls via a call log, ensures entry into IMS. Follows up with the afterhours emergency staff and the afterhours administrator to ensure information is accurate and thorough for Quality Assurance review and possible entry into IMS. Follows up with vendors for written reports on incidents that were verbal notifications.

* Receives incident reports via fax, email and verbal notification. Performs initial review for seriousness and priority before compiling for Quality Assurance Review.

Knowledge Of:

* Investigation and fact-finding methods.

Skills In:

* Effective interviewing. Oral and written communication skills and maintaining and updating databases files.

* Ensuring conformity in day-to-day operations with department and division procedures.

* Working with material of a technical and/or confidential nature.

* Dealing with the public using appropriate tact and resourcefulness.

* Compile, organize, analyze and interpret data and information into report formats.

Ability To:

* Write, summarize and produce difficult and complex reports concisely. Use various computer software applications (Word, Excel, Database systems, etc.).

* Screen and route correspondence and request follow up. Learn, interpret and apply Division programs, policies and procedures. Assist with timely projects, reports, memos, etc.

* Learn, interpret and apply Department procedures needed to perform discretionary tasks.

Selective Preference(s):

The ideal candidate for this position will have:

* One (1) year of experience working with individuals with developmental disabilities or a vulnerable population. Experience conducting investigations is highly desirable. Experience utilizing various computer programs (e.g., Word, Excel, Database systems, etc.) preferred.

Pre-Employment Requirements:

* Employee shall have a valid Level One fingerprint clearance card issued pursuant to Arizona Revised Statute 41-2758.07 in order to work with children and vulnerable adults.

* Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.

* Candidates for this position shall be subject to a search of the Child Protective Services Central Registry pursuant to A.R.S. 8-804.

* All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement.
