For permanent, competitive appointment: •One year of permanent, competitive class service as an Information Technology Specialist 1; OR •One year of permanent, competitive class service in a title eligible for transfer under Section 70.1 or Section 52.6 of the Civil Service Law. Eligible titles include, but aren't limited to: Accountant Aide, Program Aide, Office Assistant 3, Office Assistant 3 Calculations. For appointment via NY HELPS* Program: •60 semester credit hours including or supplemented by 15 semester credit hours in computer science; OR •One year of experience in information technology. Duties Description Responsibilities include, but are not limited to: -Gather and document user requirements for new application development or changes in existing financial applications. -Develop, test and deploy new application code in Visual C# and Oracle PL/SQL based on user requirements. -Administration of third-party financial applications like Oracle Financial, UiPath, Risk Links, DevOps, File Maker Pro etc. -Troubleshooting and debugging of home grown and third-party financial applications. -Performance tuning and addressing security vulnerabilities in applications. -Fulfill user requests, resolve incidents, and meet operational commitments. Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts. NY HELPS Program: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
