Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist IV, SG25/M1, OR in a position at the SG23 or M1 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade.
Duties Description Under the direction of the Deputy Commissioner of IT for Health and Human Services Sector, the position provides overall management and administration of Human Services Sector (Office for the Aging, Justice Center, Office of Addiction Services and Supports) Client Engagement and Work Place Services teams and staff.
* Manage WPS staff who are responsible for incident and request resolutions for our client agencies
* Manage CRM staff who are responsible for client/agency communication and service escalation
* Report out and communicate to agency and ITS Deputy Commissioner of HHS as periodically defined
* Management of all WPS/CRM staff
* Manage relationships with agency stakeholders
* Participate and Contribute to the overall management and success of ITS
* Collaborate with other parts of ITS organization to contribute and further its vision

Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
