The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades. Candidates must be reachable on the current eligible list for this title in order to be list appointed.Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.Under the direction of a Manager of Information Technical Services I, SG27, within the Labor, Workforce and Education Portfolio (LWE), Business Solutions/Department of Labor (DOL), the incumbent will supervise and manage a team of quality assurance testers supporting DOL business needs and applications. Specific duties include, but are not limited to:• Manage and lead teams of testers supporting the Department of Labor applications.• Demonstrate ability to learn the supported applications in order to better test them and to understand reported defects and requested enhancements. • Assign and supervise testing of application changes and update development team on status of testing.• Provide guidance to testing team during various phases of the software development lifecycle. • Provide guidance to testing team while planning for and executing the various types of testing. • Manage resources professionally and efficiently, providing staff with clear objectives and expectations as well as the tools necessary to be successful in the delivery of their assignments. • Maintain frequent communication with employees regarding work activities and follow up on assignments to ensure accurate completion.• Participate in meetings with the Department of Labor, vendors, and ITS staff to evaluate and prioritize defect resolution and application enhancements.• Understand the established Release Management processes for Department of Labor applications• Assist in the coordination of release schedules with stakeholders, release managers, application development teams, deployment teams, and other staff to ensure minimal disruption of business. This may include off-hours support. • Coordinate User Acceptance Testing and regression testing, as well as confirming successful completion of testing. • Participate in meetings with ITS staff to provide updates on testing progress.• Perform full range of supervisory duties.Additional Comments Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
