This position will be classified as an Auditor III. There is an extension office in all 99 counties of Iowa, which bring Iowa State University research-based educational experiences to Iowans. In turn, they communicate the needs of Iowans back to the university to help shape research and educational experiences. Extension offices are represented by 900 elected extension council members who promote and advance the reputation, interest and resources of Iowa State University. The Senior Internal Auditor will perform a pivotal role in maintaining public confidence in ISU Extension and Outreach and county agricultural extension district financial management. This role will provide professional internal audit or procedural reviews of county agricultural extension districts of their specialized and complex financial systems to elected officials, county and regional staff. This position will utilize advanced knowledge and professional application of government accounting, generally accepted accounting principles, auditing principals, practices and techniques in accordance with industry standards and current laws. This individual will be familiar with state statutes and county fiscal policy and will serve as a point of contact for all annual compliance reviews. A strong candidate will have strong project management skills, excellent organizational, time-management, interpersonal, and communication skills, a diligent work ethic, attention to detail, professional demeanor, and a willingness to work with others. This position may supervise or lead lower-level professional auditors in performing duties. Job Duties: Plans, directs, organizes, and schedules the activities of a specialized audit or procedural reviews for individual county agricultural extension districts. Reviews financial and operational systems after the close of a fiscal year to examine internal controls, division of duties, adherence to policies and procedures, and verify expenditures for recorded public purpose. Conducts entrance and exit interviews with administrative management concerning the fiscal year accounting for each district. Reviews statements of accounting information and other reports provided by the county agricultural extension district. Researches, analyzes and uses independent judgement in a variety of daily and non-routine decisions affecting assigned function. Prepares and/or directs the preparation of specialized or highly complex reports, statements, surveys, or analyses for management. Maintains records of county audits, adhering to records retention policies and open records regulations. Advises administrative management regarding procedures concerning expenditures and other accounting practices of any kind found, especially if it could result in a finding on a report. Prepares a final report for each county office for each fiscal year assigned, based on entrance interview, procedural review and exit interview information. Recommends alternatives to management when accounting data indicates trends or situations requiring action to be taken beyond the scope of responsibilities. Provides internal/external training, both orally and in writing on appropriate procedures and practices used in government accounting. Provides technical advice and services to extension staff and councils with problems, complex issues, or special projects. Researches and evaluates new or changed accounting principles and practices, including changes in Iowa Code that affect handling public funds. The primary office location for this individual will be an extension office in the state of Iowa or on campus. The specific office will be determined by the location of the successful candidate along with office availability. This is a two-year fixed term position with the opportunity for renewal.
