Job DescriptionSummary of Duties and Responsibilities:
  • Supports the Deputy Director of Payment Management in overseeing the review and payment of $1.5 billion in annual invoice payments
  • Manages the implementation of all required invoice payment protocols and procedures for accurate and efficient review and payment of vendor invoices
  • Tracks and monitors invoice payment status for all submitted invoices
  • Manages all purchase orders and financial operations related to HERRC
  • Manages all invoice payment processes with the Accounts Payable and Supply Chain departments
  • Manages the relationship with H+H Central Finance for weekly payment processing and cash flow monitoring
  • Ensures compliance with all contract and payment procedures and that invoice documentation needs are clearly adhered to
  • Ensures that all Payment Analysts comply with contract and invoice requirements
  • Manages the receipt of all approved invoices and backup from the Invoice Manager team, reviewing documents for compliance and accuracy
  • Manages ongoing process improvement and system enhancement for tracking invoice payments
  • Develops tools and processes to support invoice payment efficiencies and Payment Analyst accountability
  • Fills in for the Deputy Director of Payment Management in high-level communications and meetings as necessary
  • Manages intricate projects involving the development, implementation, and monitoring of new invoice payment systems
  • Supports complex data collection initiatives for precise invoice payment status information
  • Supervises Senior Payment Analysts providing oversight, mentorship, and professional development opportunities
  • Supports and provides training for all Payment Analysts
  • Supports responses for all audits and investigations related to payment processes
  • Maintains a comprehensive understanding of HERRC operations and contracting impact on invoice processing
  • Uses advanced Excel functionality for portfolio assignments and team projects
  • Demonstrates proficiency in reimbursement methodologies and grant eligibility criteria
  • Performs additional responsibilities as assigned.
Minimum Qualifications
  • A Master's degree in public administration or business administration, or in an equivalent program, and four (4) years of satisfactory, full-time paid experience in a major governmental agency or large corporation in management analysis or operational direction, of which two (2) years must have been in a supervisory capacity; or
  • A Baccalaureate degree from an accredited college or university and five (5) years of experience as stated above, of which three (3) years must have been in a supervisory capacity; or
  • A satisfactory equivalent, however, all candidates must possess not less than the two years of supervisory experience required.

Four (4) years of appropriate general experience may be substituted for a Baccalaureate degree requirement. Appropriate full-time teaching experience in an accredited college or university may be substituted on a year-for-year basis for the required general experience.
